<br /> <br />Foothill Sanitary Landfill Page 40 of 52 San Joaquin County DPW - Solid Waste <br />Joint Technical Document Revised 01/05/2026 <br /> <br />The protection of the health and safety of the general public at unloading areas is <br />accomplished with the use of signs for information and traffic control, use of attendants at all <br />times that direct the customers, operators keeping an eye on customers, and portable radios <br />that are used on-site for communication. <br /> <br />7. ENVIRONMENTAL MONITORING AND CONTROLS <br /> <br />7.1. Nuisance Mitigation <br />Nuisance is, in part, defined in Title 27 Section 20164 as “anything which is injurious to <br />human health or is indecent or offensive to the senses and interferes with the comfortable <br />enjoyment of life or property.” The nuisance mitigation measures employed by the facility <br />include, but are not limited to, the environmental controls discussed in the following sections. <br /> <br />7.2. Fire Control <br />Following are the fire control methods at the site: <br />x Prohibition of smoking. <br />x Continuous monitoring for combustible materials and smoldering waste on in-coming <br />loads through the load checking program. <br />x Maintenance of a firebreak along Waverly Road and the entrance road (Figure 2). <br />x Vegetation control throughout the site through periodic grazing with cattle or sheep. <br />x Installation of fire extinguishers in heavy equipment and on-site structures. Fire <br />extinguishers will be serviced one time per year and after each use by a contractor <br />(Performed by the operator, San Joaquin County Public Works – Solid Waste <br />Division). <br /> <br /> <br />7.2.1. Refuse Fire Control: <br />x Burning waste detected before placement in the active cell will be isolated <br />from the active cell’s working area. This material will be doused with water <br />and spread to expose any burning material and will be disposed in the landfill <br />only after combustion is completely extinguished.
