Foothill Sanitary Landfill Page 41 of 52 San Joaquin County DPW - Solid Waste
Joint Technical Document Revised 01/05/2026

x If burning waste is detected in the active face after waste placement, then the
refuse disposal activities will be moved away from the affected area. Water
will be applied to extinguish the burning waste, and soil compacted over the
area to exclude oxygen.
x Linden Peters Fire Department will be called to extinguish large fires.
x The affected area will be checked after 24 hours for indication of burning. If
there is evidence of smoldering fires, then water will again be applied over
the burnt area and more soil will be placed.

7.2.2. Grass Fire Control:
x Small grass fires at the site if they occur are extinguished using the water
truck.
x Linden Peters Fire Department is notified regarding large fires beyond the
control of site personnel.

All fire incidents will be recorded in the Special Occurrences Log and the LEA will be
notified of the details of the incident.

7.3. Water Infiltration Control
The landfill operator uses daily cover and berms near the active area to divert storm
water away from the active area so that it does not come into contact with the waste; thereby
reducing the generation of leachate.

7.4. Dust Control
Dust from site operations is controlled by spraying water on haul roads, including
spraying soil cover work areas when conditions might create excessive dust, also planting
vegetation on intermediate soil covers and on completed fill areas.

Water spraying is accomplished with the use of water trucks with sprinklers on the front
and back. Frequency of water application is dependent upon the season and site conditions.
