Foothill Landfill <br />Storm Water Pollution Prevention Plan <br />Page 27 <br />Landfill Gas to Energy Plant:Ameresco-San Joaquin LLC <br />operates a landfill gas-to-energy plant located at the southeast <br />corner of the property within Drainage Area G (SWPPP Maps <br />2 and 3). The plant utilizes methane gas generated by <br />decomposing wastes to produce electricity. Activities <br />performed at the energy plant include electricity generation, <br />LFG condensate collection in an underground tank. LFG <br />condensate is pumped into the leachate collection system of <br />Area 1. The energy plant has a motor oil and a used oil <br />aboveground storage tank, and a urea tank used for emissions <br />control. Other substances used at the plant remain within the <br />contained structure and do not come in contact with storm water runoff. Potential pollutants <br />from industrial activity include oil and grease, diesel fuel, urea, and illicit discharges of <br />condensate water. <br />6.1.2 Material Handling and Storage Areas <br />San Joaquin County has the following material handling and storage areas. Used oil, fuel, <br />and fluids and wastes <br />associated with <br />maintenance activity are <br />used outside the storage <br />building. Portable sanitary <br />facilities, waste tire <br />storage, equipment <br />storage, and material <br />storage are maintained in <br />the area around the <br />storage building. <br />x Maintenance is performed under <br />cover to the extent possible; <br />however, some maintenance <br />and repair of equipment is <br />performed outside the storage <br />building or within the active <br />landfill module. <br />x To the extent possible, <br />maintenance and repairs <br />performed outdoors is not done <br />during rainy weather and is <br />performed on plastic sheeting <br />and/or absorbent pads. <br />x Spill kits are available <br />x Good housekeeping procedures <br />are taught and followed <br />x Most spills would be contained <br />within the building and cleaned up <br />using available spill kits and <br />resources. <br />x Any spill escaping the building <br />would flow into the surrounding <br />earthen areas. <br />x There is no secondary containment <br />for the 1000-gallon gasoline tank or <br />the new lube oil tanks. <br />x The waste oil tank is double walled <br />x There is no secondary containment <br />for fueling or pumping of new or <br />used oils. <br />x Ultimately, large enough spills or <br />those mobilized by storm water <br />would flow into the conveyance <br />ditch and into the northeast <br />retention basin where it would be <br />captured and remediated. <br />Landfill Solid waste, green waste, <br />aggregates, sediment, <br />leachate, and wastewater. <br />Oils, greases, and fuels <br />from landfill vehicles and <br />equipment.
