Foothill Landfill <br />Storm Water Pollution Prevention Plan <br />Page 29 <br />6.1.3 Dust and Particulate-Generating Activities <br />Dust-generating activities at Foothill Landfill consist of the tracking and <br />raising of airborne dust from vehicle and equipment usage and from <br />windblow landfill sediment and cover. All earthwork will be done in <br />accordance with the Valley Air District’s Regulation VIII. Visible dust <br />emissions must be maintained below 20% opacity. Control measures <br />will include the following: <br />x Limiting vehicular traffic routes to designated paved roads; <br />x Wetting necessary unloading and processing activities; <br />x Wetting and/or stabilizing by other acceptable means <br />exposed soil surfaces and stockpiles; <br />x Limiting vehicle speeds to 15 mph or less; <br />x Ceasing maintenance or repair work during high wind conditions; <br />x Implementing carry-out and track-out control measures; <br />x Requiring a dust control plan if more than 5 acres of soil is disturbed or the <br />relocation of more than 2,500 cubic yards per day of materials on at least three <br />days. <br />For more information, refer to the Valley Air District’s Regulation VIII website at: <br />www.valleyair.org/busind/comply/PM10/compliance_PM10.htm <br />6.1.4 Significant Spills and Leaks <br />Foothill has had no significant spills or leaks since receiving General Permit coverage on <br />April 7, 1992. <br />6.1.5 Potential Non-Storm Water Discharges <br />Potential unauthorized non-storm water discharges include landfill gas condensate and dust <br />control water using leachate. The only regular authorized non-storm water discharge that may <br />occur at the facility is from dust control water using well water or collected storm water for <br />dust suppression. Dust is controlled in accordance with the requirements of the San Joaquin <br />Valley Air Pollution Control District. Water is applied to <br />roads during dry weather in a manner to prevent or minimize <br />the amount of runoff to the storm water drainage system. <br />6.1.6 Erodible Surfaces <br />Soil erosion and sedimentation caused by rain or wind is the <br />most significant threat to storm water quality at this facility. <br />Soil erosion may occur from the weathering of the landfill <br />slopes, drainage swales, the retention basin walls and floor, <br />and roadways. Erosion and sedimentation deposition may also <br />be caused by facility maintenance and the movement of vehicles <br />and other heavy equipment.
