Foothill Landfill
Storm Water Pollution Prevention Plan
Page 30
6.1.7 Non-Industrial Areas
6.1.7.1 Scale House Area:
The scale house is located approximately half a mile east of the
North Waverly Road entrance on the west side of the landfill
property within Drainage Area H (SWPPP Map 2). Activities
performed in the scale house area include the reception, initial
inspection (load check), weighing, and cost assessment of non-
hazardous materials being received into the landfill. During the
load check, any observed materials not accepted at Foothill are
identified and refused.
West of the scale house is the employee break room trailer and
employee parking. Northwest of the break room trailer is the
facility office. East of the break room trailer, separated by a fence, is the corral used for the
seasonal grazing cattle.
6.1.7.2 Undeveloped Areas:
The active landfill area is surrounded by open range land
(SWPPP Map 2 and Map 5). The activities in the non-
industrial areas include groundwater monitoring, surface
water monitoring, and the grazing of cattle and livestock.
Development of these areas may occur in the future.
However, the California Environmental Quality Act
(CEQA) regulations do not apply to the landfill due to the
landfill being in place prior to CEQA being enacted;
therefore, the landfill’s current environmental quality
program is grandfathered in.
6.1.7.3 Solar Farm Area:
6.1.7.4 To the north of the active landfill is a solar farm
(SWPPP Map 6). While the approximately 30-
acre solar farm is on landfill property, the area
is used strictly to generate solar energy and is
not used for any landfill activities.
Figure 14 - Scale house and
initial inspection
Figure 15 - Non-industrial range land
surrounds the landfill
Figure 16 - Non-industrial solar farm
area
