Foothill Landfill <br />Storm Water Pollution Prevention Plan <br /> <br /> <br /> <br /> Page 32 <br />and organic trash and debris are a common waste stream handled at this facility, the facility <br />will add Biochemical Oxygen Demand (BOD) and ammonia to its list of analytes. Heavy <br />metals aluminum, cadmium, copper, iron,2 lead, nickel and zinc are also potential pollutants <br />associated with landfill activities and the equipment maintenance and are added to the list of <br />analytes. Since oils, greases, diesel and gasoline fuels, and propylene glycol are present and <br />potential pollutants, indicator tests of oil & grease; benzene, toluene, ethylbenzene, and <br />xylenes (BTEX) will be used to test for the potential presences of these pollutants. With the <br />exception of iron, these activities-based pollutants will be monitored at only ST-4 and ST-5. <br />7.1.1.3 Standard Industrial Classification Code Sampling Parameters <br />The Foothill Landfill operates under Standard Industrial Classification (SIC) code 4953 for <br />“landfills, land application sites, and open dumps” and is listed under Category #5 of <br />Attachment A of the General Permit requiring permit coverage. <br />Section XI.B.6.d requires that facility with General Permit coverage are to sample additional <br />sampling parameters listed in Table 1 based on a facility’s SIC code or codes. For the SIC code <br />of 4953, Table 1 adds iron to the sampled parameter sampling listing. <br />Should a Table 1 listed sampling parameter not be a potential pollutant based on industrial <br />activities, a facility can be exempted from sampling that Table 1 listed sampling parameter <br />upon approval of the Regional Water Quality Control Board (Regional Board). <br />7.1.1.4 Applicable TMDLs & 303(d) Listed Impairments <br />General Permit Sections I.F and X.G.2.ix requires a facility to include as part of its pollutant <br />assessment any applicable TMDLs listed in General Permit Attachment E and applicable <br />impairments listed in California 2010 303(d) list [303(d) list] found in Appendix 3 for the <br />receiving Hydrologic Unit Code 10 watershed (HUC 10 watershed). <br />Currently Attachment E has no TMDLs listed for The San Joaquin County’s receiving water <br />body. <br />Any applicable TMDLs, and 303(d) listed impairments for the Mormon Slough HUC 10 (ID# <br />1804000303) are listed in Table 7.1.1.7. <br />The industrial activities at the Foothill Landfill have the potential to have the 303(d)-listed <br />present in storm water discharges, therefore, they are included in the facility’s monitoring <br />program for the ST-5 discharge point (SWPPP Map 2 and Appendix G). <br />7.1.1.5 Regional Water Board Required Sampling Parameters <br />A facility is to add any additional sampling parameters required by the Regional Board to its’ <br />list of sampling parameters.
