Foothill Landfill <br />Storm Water Pollution Prevention Plan <br /> <br /> <br /> <br /> Page 33 <br />7.1.1.6 Effluent Limitation Guidelines Sampling Parameters <br />Any facility subject to Subchapter N, Effluent Limitation Guidelines (ELGs) as outlined in <br />General Permit Attachment F of the General Permit. Landfills are listed under Category #5 of <br />Attachment A of the General Permit requiring permit coverage. Landfills are listed under <br />Category #5 of Attachment A of the General Permit requiring permit coverage. Furthermore, <br />operators of landfills are required to comply with Part 445 of 40 CFR Chapter I, Subchapter <br />N, which specifies effluent limitation guidelines (ELGs) for specific categories of industrial <br />storm water discharges. Applicable ELGs for this facility are listed in Table 7. <br />7.1.1.7 Toxic Release Inventory (TRI) Chemicals <br />Also, Section X.G.1.d.ii of the General Permit states that facilities with toxic chemicals <br />identified in 40 Code of Federal Regulations Section 302 and oil and hazardous substances in <br />excess of reportable quantities from 40 C.F.R. §§ 110, 117, and 302 (TRI reported chemicals) <br />that have discharged from the facility’s storm water conveyance system within the previous <br />five-year period must be include as sampling parameters. Applicable Numerical Action Levels (NALs) listed in Table 2 (see General Permit <br />Section VII.A). <br />2. Applicable TMDL based NALs (TNALS) and TMDL based numeric effluent <br />limitations (NELs) outlined in General Permit Attachment E (see General Permit <br />Section VII); and
