The <br />performance standard of “controlling visible dust” dictates the frequency of water application. <br /> <br />On-site water trucks are used for dust control. The trucks are filled using an overhead <br />fill at the site’s water well or from the pond on the property. <br /> <br />7.5. Vector Control <br />The following are the vector control measures at the Foothill Landfill: <br />x Waste is covered daily. <br />x Continuous use of “Bird Bombs” to scare scavenging birds away from the active face. <br />x Installation and maintenance of traps and bait stations for rodents and burrowing <br />animals near the active face and all around the landfill. <br /> <br />7.6. Drainage and Erosion Control <br />The existing drainage system of the site comprises of a perimeter berm around the <br />waste management unit which prevents run-on to the unit. This perimeter berm, along with a <br />series of ditches, also controls all surface run-off during storm events, and directs surface run- <br />off from the landfill to a retention basin on the east side of the site (Figure 2). The final <br />conceptual drainage design of the site is shown in Figure 16. <br /> <br />During the year, the landfill operator repairs the storm water conveyance structures and <br />implements drainage and erosion control best management practices as needed. Erosion <br />control on surfaces that will not receive refuse for extended periods is provided by placing <br />intermediate cover and establishing vegetation on that surface. Vegetation is started by placing <br />soil on the final surface that is scraped from surrounding grassy areas. This soil contains seeds <br />of the grasses that are successful in that climate, and nutrients for vegetative growth. When <br />vegetative soils are unavailable onsite, other methods such as hydro seeding and hand seeding <br />are used to fill in areas of low growth. <br /> <br />The temporary run-on controls for the fill and excavation areas are accomplished by the <br />design of the active face tipping areas and the method of daily operation. The design directs
