Foothill Landfill
Storm Water Pollution Prevention Plan

Page 45
CASQA
Reference
No.
Soil Erosion
BMPs
CASQA
Reference
No.
Soil Erosion
BMPs
EC-7 Geotextiles &
Mats

The surface of the landfill is required by the WDR to be inspected monthly, within one week
of significant storm events, and before the storm season (prior to September 30 of each year).
Areas found with limited vegetation that might be subject to erosion are noted on a map and
scheduled for regarding and reseeding as needed.
As needed, the County will utilize California Storm Water Quality Association (CASQA)
approved erosion prevention measures which may include those on Table 13.
Also, as needed, the County will utilize CASQA-
approved sedimentation control measures which
may include those on Table 14.
Specifications and details for the CASQA erosion and
sedimentation control BMPs are included in Appendix I of
this SWPPP. Additional information and BMP updates
may be obtained from the CASQA website at
www.casqa.org .
Storm water from the industrial areas of the Foothill
Landfill flows to the on-site retention basins where water
dissipates via percolation and evaporation, solids can settle out, and potential pollutants can be
absorbed by the vegetation. Typically, there is no discharge from the retention basins to the
seasonal creeks. However, it is possible during years of heavy rainfall to have a discharge to
facility’s outfall and into one of the adjacent seasonal the creeks that ultimately flow to the
Calaveras River.
8.1.6 Employee Training Program
San Joaquin County recognizes the importance of employee training and utilizes the following
permit-required training procedures.
Table 8.1.6 – Employee Training Program
Row
No. Minimum Permit Requirement Facility-Specific Implementation
1. Ensure that all team members implementing
the various compliance activities of this
General Permit are properly trained to
implement the requirements of this General
Permit, including but not limited to: BMP
implementation, BMP effectiveness
evaluations, visual observations, and
monitoring activities. If a Discharger enters
Level 1 status, appropriate team members
shall be trained by a QISP:
San Joaquin County requires annual training of
employees for spill prevention and response and
storm water pollution prevention. New employee
orientation also covers these topics. Since the
Foothill Landfill has entered Level 1 status (see
Exceedance Response Actions (ERAs) in section
12.0), a Qualified Industrial Storm Water Practitioner
(QISP) is contracted to provide staff with the
necessary training.
CASQA
Reference No.
Sedimentation
Control BMPs
SE-2 Retention Basins
SE-1 Silt Fence
SE-4 Check Dam
SE-5 Fiber Rolls
SE-6 Gravel Bag Berm
SE-8 Sandbag Barrier
SE-9 Straw Bale
Barrier
Table 8.1.5.B – Sedimentation Control BMPs
