Prepare or acquire appropriate training <br />manuals or training materials; <br />Training materials are maintained in the Scale House. <br />3. Identify which personnel need to be trained, <br />their responsibilities, and the type of training <br />they shall receive; <br />San Joaquin County personnel needing to be trained <br />and their responsibilities are listed in Table 1 of <br />Section 3.1 of this SWPPP. They receive training on <br />BMP implementation, BMP maintenance, and <br />General Permit storm water monitoring requirements. <br />4. Provide a training schedule; and, Specific BMPs and storm water monitoring training <br />is usually conducted sometime during the dry season <br />(July-September), prior to the start of the next rainy <br />season. <br />5. Maintain documentation of all completed <br />training classes and the personnel that <br />received training in the SWPPP. <br />San Joaquin County has all employees sign a training <br />roster for each training session, and the roster is kept <br />in the Scale House. <br />8.1.7 Quality Assurance and Record Keeping <br />In order to assure that the SWPPP is effective, and to assure its implementation, San Joaquin <br />County uses the following Quality Assurance / Quality Control BMPs: <br />Table 8.1.7 – QA and Record Keeping Measures <br />Row <br />No. Minimum Permit Requirements Facility-Specific Implementation <br />1. Develop and implement management <br />procedures to ensure that appropriate staff <br />implements all elements of the SWPPP, <br />including the MIP; <br />San Joaquin County management implements this <br />requirement by doing the following activities: <br />1. San Joaquin County management facilitates an <br />annual training meeting covering all areas of this <br />SWPPP and makes sure that appropriate facility <br />personnel attend these training meetings. <br />2. Trained personnel perform a monthly site <br />inspection using Form 2, and files each month’s <br />completed form in the storm water files in the scale <br />house. <br />2. Develop a method of tracking and <br />recording the implementation of BMPs <br />identified in the SWPPP <br />The Landfill Operations Manager: <br />1. Reviews monthly Form 2 inspections <br />2. Follows-up with action items <br />3. Documents follow-up actions on Form 2 <br />3. Maintain the BMP implementation <br />records, training records, and records <br />related to any spills and clean-up related <br />response activities for a minimum of five <br />(5) years (Section XXI.J.4). <br />San Joaquin County maintains documentation of <br />monthly observations, storm water sampling and <br />observations, annual evaluations, analytical testing, <br />training, spill response, reporting or any storm water <br />related issues in the storm water files in the scale house. <br />
