Foothill Landfill <br />Storm Water Pollution Prevention Plan <br /> <br /> <br /> <br />Page 67 <br />Drainage <br />Area <br />Task Objective Implementation <br />Date <br />ST-2 (A) Collect soil samples from the <br />drainage area and test for the <br />presence of iron. Perform a <br />leachate test to simulate contact of <br />water with the soil and test for the <br />presence of iron in the water. <br />Although no storm water discharges <br />have occurred or been sampled to <br />date, this drainage area is very <br />similar to the ST-3 drainage area in <br />both industrial activities and drainage <br />characteristics. It is anticipated that <br />if a discharge was to occur and be <br />sampled, it would exceed the iron <br />NALs. The soils data will help <br />provide supporting data for the <br />natural background pollutant source <br />demonstration. <br />March 1, 2018 <br />ST-2 (A) Evaluate options that include <br />deepening the sediment basin and <br />stabilizing it with vegetation; <br />modifying the discharge pipe to <br />allow for more impoundment and <br />to discharge from the surface of <br />impounded water; stabilizing with <br />vegetation portions of the borrow <br />area that are not active; and <br />providing a perimeter sediment <br />control measure between the <br />borrow area and the sediment <br />basin. <br />Source reduction and pollution <br />prevention to address both iron and <br />TSS NAL exceedances. <br />October 1, 2018 <br /> <br />12.3.2 Level 2 ERA Technical Report <br />On January 1 of the reporting year following the submittal of the Level 2 ERA Action Plan, a <br />facility must certify and submit, via SMARTS, a Level 2 ERA Technical Report (along with <br />the annual report). This document is to be prepared by a facility designated QISP, and must <br />include one or more of the following demonstrations: <br />x Industrial activity BMPs demonstration. <br />x Non-industrial pollutant source demonstration; or <br />x Natural Background Pollutant Source Demonstration. <br />Level 2 ERA Technical Reports are updated annually based upon various changes. If no <br />changes have occurred, a facility will provide a certification in the Annual Report stating that <br />no warranted re-submittal of the Level 2 ERA Technical Report. <br />For the Foothill Landfill, the Level 2 ERA Technical Report that includes the Natural <br />Background Pollutant Source Demonstration was submitted on December 13, 2018. A copy <br />of the Level 2 Technical Report and documentation is included in Appendix J. <br />
