Foothill Landfill <br />Monitoring Implementation Plan <br /> <br /> <br /> <br />MIP Page 1 <br />1.0 Introduction <br />This document presents the Storm Water Monitoring Implementation Plan (MIP) for the <br />Foothill Sanitary Landfill (Foothill Landfill). This MIP was developed to meet the <br />requirements given in Section XI of the NPDES, General Industrial Storm Water Permit <br />issued by the State of California SWRCB Water Order 2014-0057-DWQ amended by Order <br />2015-0122-DWQ and Order 2018-0028-DWQ (General Permit). <br />San Joaquin County is the owner of the landfill. Operation of the landfill is to a private <br />contractor, currently Foothill Inc. <br />The San Joaquin County Foothill <br />Sanitary Landfill (Foothill Landfill) is <br />located at 6484 North Waverly Road in <br />the unincorporated northeastern part of <br />San Joaquin County, California (refer to <br />SWPPP Map 1). It is situated on an <br />800-acre facility approximately 8 miles <br />east of Linden. The facility is within the <br />Central Valley Regional Water Quality <br />Control Board (RWQCB) and is located <br />in the Mormon Slough watershed (HUC- <br />10: 1804000303). The majority of the <br />facility’s site surface drainage from <br />industrial areas is conveyed by a system <br />of ditches, culverts, and drains designed <br />to convey surface water runoff into retention basins. The retention basins receive nearly <br />all of the surface water runoff from the active and inactive landfill areas. The onsite basins <br />normally retain all storm water runoff from the landfill areas for years having average or, <br />even, above average rainfall. During heavy rainfall seasons, if one, or more, of the <br />retention basins reaches a high level, the facility could have a discharge of storm water into <br />one of several tributary seasonal creeks. These seasonal “blue-line” creeks ultimately flow <br />west - southwest into Mormon Slough.
