Foothill Landfill <br />Monitoring Implementation Plan <br /> <br /> <br /> <br />MIP Page 2 <br />The Foothill Landfill operates under Standard Industrial Classification (SIC) code 4953 <br />for “landfills, land application sites, and open dumps” and is listed under Category #5 of <br />Attachment A of the General Permit requiring permit coverage. Furthermore, operators <br />of landfills are required to comply with Part 445 of 40 CFR Chapter I, Subchapter N, <br />which specifies effluent limitation guidelines (ELGs) for specific categories of industrial <br />storm water discharges. The site also has a facility that generates electricity from landfill <br />gas (LFG) which could also fall under these Subchapter N requirements. However, Part <br />423 of 40 CFR seems to only apply to those types of facilities engaged in the generation <br />of electricity for distribution and sale through processes utilizing fossil-type fuel. The <br />State Water Resources Control Board (SWRCB) issued the Foothill Landfill the waste <br />discharge identification number (WDID No.) 5S39I005576 for coverage under the <br />NPDES Industrial General Permit (IGP). <br />As a Class III landfill, Foothill accepts commercial and household materials, construction <br />and demolition materials, agricultural, and small pickup loads of soil or gravel material. <br />The facility is regulated under the California Water Code, section 13000 et seq.; California <br />Code of Regulations (CCR), Title 27, Section 20005 et seq. (Title 27); and the Code of <br />Federal Regulations (CFR), Title 40, Section 258, et seq. (40 CFR 258 or “Subtitle D”). <br />Foothill also accepts white goods such as refrigerators, freezers, and air conditioning units, <br />as well as e-waste and tires. The facility is comprised of an 800-acre parcel containing two <br />waste management units (WMU). The two WMUs consist of two areas; LF-1 and LF-2 <br />(refer to SWPPP Map 2). LF-1 contains a single, unlined area (also referred to as Module <br />“I”) covering approximately 80 acres. In accordance with directives of the RWQCB, LF- <br />1 no longer receives waste. It is now completely closed with the cap being closed in 2006 <br />and the sides in 2017. LF-2 is comprised of multiple lined areas, with the current active <br />area being referred to as Area 2A. <br />The objectives of this MIP are as follows: <br />x Aid in the implementation of the Storm Water Pollution Prevention Plan (SWPPP); <br />and <br />x The MIP requirements are designed to assist the San Joaquin County facility in <br />developing a comprehensive plan for the monitoring requirements in the General <br />Permit and to assess their monitoring program. The MIP includes a description of <br />visual observation procedures and locations, as well as sampling procedures, <br />locations, and methods. <br />Scheduled facility operating hours are Monday through Saturday from 7:00 AM to 5:00 <br />PM, excluding public holidays (Refer to SWPPP Maps Section for a vicinity map and a <br />facility map). <br />This Plan is reviewed during the Annual Evaluation required by the General Permit. <br />Revisions to the Plan will be recorded on the “MIP Revisions” page. The Plan will be <br />certified and submitted via SMARTS within 30 days of a significant revision. If there have <br />been changes but no significant revisions, then San Joaquin County is required to certify <br />and submit no more than once every three months in a reporting year.
