Foothill Landfill <br />Monitoring Implementation Plan <br />MIP Page 5 <br />2.0 Description of the Storm Water Discharge Outfalls <br />Foothill has four potential industrial storm water outfall locations that are monitored for <br />storm water discharges (SWPPP Map 2). It has been observed that a significant storm <br />event or series of storm events is needed for these outfalls to have a storm water discharge <br />from the facility. In addition, the facility has several discharge points from non-industrial <br />activities; but these are not covered under the MIP. <br />Potential Outfall ST-2 (Non-Industrial) <br />Outfall ST-2 receives storm water runoff from <br />the soil borrow area in the southwest corner of <br />the property (Drainage Area A). No landfilling <br />activity occurs within this drainage area. <br />Industrial activities include grading and <br />excavation, operation of heavy equipment, and <br />fueling of heavy equipment. This area is not <br />subject to the ELGs specified in 40 CFR Part <br />445. This area would only flow in case of a <br />heavy or sustained storm event or series of storm <br />events. <br />Outfall ST-3 <br />Outfall ST-3 receives storm water runoff from the soil <br />borrow area along the southern portion of the property <br />(Drainage Area C). No landfilling activity occurs within <br />this drainage area. Industrial activities include grading <br />and excavation, operation of heavy equipment, and fueling <br />of heavy equipment. This area is not subject to the ELGs <br />specified in 40 CFR Part 445. <br />Outfall ST-4 <br />Outfall ST-4 receives storm water runoff from the landfill <br />gas energy plant and surrounding areas (Drainage Area G). <br />Industrial activities include operation and maintenance of <br />electricity generating equipment; the delivery, storage, and <br />use of lubricants and urea for emissions control; and <br />mechanical repairs.
