Foothill Landfill
Monitoring Implementation Plan

MIP Page 6
Outfall ST-5
Outfall ST-5 is the overflow of the northeast retention
basin which receives storm water runoff from
landfills LF-1 and LF-2. Industrial activities include
unloading of waste materials; load checking; earth
moving and heavy equipment traffic; handling of
trash and debris; equipment fueling and maintenance;
operation and maintenance of the leachate, landfill
gas, and gas condensate collection and conveyance
systems. Because this area handles landfill wastes,
the 40 CFR Part 445 ELGs apply to this outfall.

The names of the outfalls / discharge monitoring points were changed to avoid confusion
with the names used in the facility’s WDR. “SW” numbers apply to WDR sampling.
Because of adjustments with the IGP required sampling program, it was thought best to
disassociate the two permits and utilize unique sample location identification references.
They were changed as shown in the following table.
Table MIP-2.0
SWPPP Reference Names
New SWPPP
Reference Name
Old SWPPP
Reference Name
ST-2 SW-2
ST-3 SW-3
ST-4 SW-4
ST-5 SW-5

Sample overflow from
the settling basin
Figure 30 – Discharge /
Monitoring Point ST-5
