3.2.5 Step 5—Develop the Analytic Approach
Action levels for the project are understood to include the following:
• California Maximum Contaminant Limits (CA MCLs);
• Department of Toxic Substances Control (DTSC) Human Health Risk
Assessment(HHRA) screening levels;
• San Francisco Bay Regional Water Quality Control Board (SFBRWQCB) Tier I
Environmental Screening Levels (ESLs) and
• USEPA regional screening levels.
Detections of VOCs in groundwater samples will be screened against the California
MCLs. Detections of VOCs in soil vapor, sub-slab, and indoor/outdoor air samples will
be screened against the DTSC or USEPA screening levels.
3.2.6 Step 6- Specify Performance or Acceptance Criteria
Ensuring data quality and reducing decision errors will rely on prudent analytical test
selection, instrument calibration and operation, as well as sample design. Statistically
derived limits on sampling design errors are not quantifiable because a judgmental
sampling design will be employed based on data obtained from previous site
investigations. The number and location of samples to be collected and methodologies
for testing are based on professional experience.
Appendix C 7
