SAN aOAQUIN AMENDED Environmental Health Department <br /> —COUNTY— 11�21�2U25 <br /> „realness grows here. <br /> Small Quantity Hazardous Waste Generator Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> FONDSE BROS INC 121399 CARROLTON RD RIPON October 08 2025 <br /> 18 CA Health and Safety Code 25189.5(a) 3050002 - Disposed of hazardous waste at an authorized location <br /> OBSERVATION: During the inspection, the 100-gallon waste oil container inside the T1 trailer was observed actively <br /> leaking onto the gravel and soil. Significant dark staining was present on the gravel beneath the trailer. <br /> REGULATION GUIDANCE: The disposal of any hazardous waste, or the causing thereof, is prohibited when the <br /> disposal is at a facility which does not have a permit from the department issued pursuant to this chapter, or at any point <br /> which is not authorized according to this chapter. Hazardous wastes shall be disposed of only by transportation to a <br /> permitted hazardous waste treatment, storage, and disposal facility (TSDF) or other authorized point. <br /> CORRECTIVE ACTION: Immediately cease disposal of used oil. Provide a corrective action statement to the San <br /> Joaquin County Environmental Health Department within 30 days. <br /> This is a (Class 1)Violation. <br /> 23 CA Code of Regulations 66262.34(f) 3030007- Labeled all containers or portable tanks containing hazardous waste <br /> OBSERVATION: Hazardous waste containers were observed on-site with incomplete labeling. The containers were: <br /> -An unlabeled half cut blue poly drum was observed underneath a tractor that was in repair located in the lean-to shop. <br /> -One 100 gallon tank containing used oil located inside the trail #1 was observed without labels <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the words <br /> "Hazardous Waste", name and address of generator, hazardous properties, physical state, composition (contents), <br /> accumulation start date <br /> CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste. Provide a corrective action <br /> statement and supporting documentation to the San Joaquin County Environmental Health Department(EHD)within 30 <br /> days. <br /> This is a (Minor)Violation. <br /> 26 CA Code of Regulations 66262.34(d)(2) 3030017 - Containers of hazardous waste closed except when adding or <br /> removing waste <br /> OBSERVATION: The following open hazardous waste storage containers were observed on-site: <br /> -Approximately one 200 gallon tank observed inside the boneyard that was removed from the machinery and are left <br /> opened. <br /> REGULATION GUIDANCE: A container holding hazardous waste shall always be closed during transfer and storage, <br /> except when it is necessary to add or remove waste. <br /> CORRECTIVE ACTION: Immediately close these containers and ensure all hazardous waste containers are closed <br /> when not adding or removing waste. Provide a corrective action statement and supporting documentation to the San <br /> Joaquin County Environmental Health Department within 30 days. <br /> This is a (Minor)Violation. <br /> 27 CA Code of Regulations 66262.34(d)(2) 3030019 - Inspects all hazardous waste storage areas at least weekly <br /> OBSERVATION: The following facility hazardous waste containers are not inspected weekly: One 100 gallon tank <br /> observed inside the T1 trailer that may be actively leaking. It is unsure where the leak had occurred. <br /> REGULATION GUIDANCE: The owner or operator shall inspect areas used for container storage or transfer, at least <br /> weekly, looking for leaking containers and for deterioration of containers and the containment system caused by <br /> corrosion or other factors. <br /> CORRECTIVE ACTION: Immediately, the following containers need to be taken out of service and the waste needs to <br /> be properly moved into a proper container.
