SAN aOAQUIN AMENDED Environmental Health Department <br /> —COUNTY— 11�21�2U25 <br /> „realness grows here. <br /> Small Quantity Hazardous Waste Generator Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> FONDSE BROS INC 121399 CARROLTON RD RIPON October 08 2025 <br /> 51 CA Code of Regulations 66262.34(d)(2) 3030034 -Tests and maintains all required safety equipment at the facility <br /> OBSERVATION: During the time of inspection, <br /> -the secondary containment used to contained 200 gallon 15W40, two 200 gallons of different type of hydraulic fluids <br /> located inside the tank farm berm was observed with used absorbents and mix sludge. <br /> -The 2000 gallon clear diesel tank located inside the northeast corner of the tank farm was observed with stains <br /> surrounding observed the surrounding the support saddle. Absorbent was placed around the saddle. <br /> - Multiple fire extinguishers Annual Maintenance tags shows the extinguishers have not been inspected with date of June <br /> 27, 2024. <br /> REGULATION GUIDANCE: All facility communications or alarm systems, fire protection equipment, spill control <br /> equipment, and decontamination equipment, where required, shall be tested and maintained as necessary to assure its <br /> proper operation in time of emergency. <br /> CORRECTIVE ACTION: Bring the secondary containment into proper working order by repair, replacement or testing. <br /> Provide a corrective action statement to the San Joaquin County Environmental Health Department within 30 days. <br /> This is a (Class 2)Violation. <br /> 53 CA Code of Regulations 66262.34(d)(2) 3030030 - Maintains and operates the facility to minimize the possibility of <br /> fire/explosion/release <br /> OBSERVATION: The following were observed during the time of inspection: <br /> - In the trailer storage area, trailer#T1 located on the outer southwest corner of the lean-to shop was observed to be <br /> actively leaking. When opened, the inside the trailer bed was saturated, large dark stains are observed underneath the <br /> trailer. <br /> -Trailer#21 located on the outer southwest corner of the lean-to shop was observed to be actively leaking. Dark staining <br /> are observed on the gravel. <br /> - Dark staining are observed on the gravel next to the used anti-freeze. <br /> -The 2000 gallon clear diesel tank located inside the northeast corner of the tank farm was observed with stains <br /> surrounding the support saddle and the ball valve was observed to be actively leaking. Absorbent was placed around the <br /> saddle. <br /> -Absorbents are observed underneath a tracker that is being repair located in the lean-to shop. <br /> -An unlabeled half cut blue poly drum was observed underneath a tractor that was in repair. Staining are observed <br /> around the loose absorbents located in the lean-to shop. <br /> REGULATION GUIDANCE: A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous waste <br /> constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Immediately clean the soil . Manage the waste according to Title 22 California Code of <br /> Regulations for hazardous waste.
