External & Internal Notifications <br /> Certain releases must be reported to the City of Stockton, San Joaquin County Environmental <br /> Health Department and CalOES, if in doubt,consult your chemical-environmental engineer <br /> (Stephen l oeler) before contacting the above agencies. <br /> Verbal (phone) notifications should be completed immediately or as soon as it is practically <br /> possible after the initial assessment of the situation is completed, and the conmirmens <br /> /cleanup action is initiated, In most cases, a written report will also neat/ to be completed at a <br /> later date. <br /> A list of the agency phone numbers is included in Attachment 4-Emergency Con lac I List <br /> When notifying an agency, be prepared to answer the following questions., <br /> Your name, telephone number where you can be reached, facility address, <br /> • Date, time and locationlsourae of the release. <br /> # Estimated quantity of materials or waste involved <br /> • A brief description of the circumstances surrounding the incident, if known, <br /> • Steps which are being taken to contain and clean up the release. <br /> If the exact quantity released is not known, you roust still report the incident. Dealing <br /> with an `unknown" volume or weight of a release does not relieve you from the <br /> responsibility to report. <br /> POTW—City of Stockton <br /> The POTW must be notified of any discharge to the city wastewater system in one of the <br /> following situations: <br /> a The release (chemi&I spill or slug discharge)enters directly into a sanitary (or <br /> storm) sewer(and is likely to cause an upset at the wastewater collection and <br /> treatment system operated by the POTW); or <br /> a 'i!'he release eaters an internal process drain system via floor pit, trench or internal <br /> floor drain and it is causing or expected to cause an impact on the DAY <br /> performance and result in a violation of the discharge permit conditions or limits. <br /> Consult the discharge permit and the Stockton, CA sewer ordinance for details of the <br /> POTW reporting requiremems. <br /> After the initial phone notification, a formal written release incident report will he <br /> typically required. Follow directions provided in your discharge permit and/or <br /> instructions received during the initial phone notification. <br />
