State Agency —CalOES If the spill is released into the environment and triggers a state reporting threshold,you must notify the State Agency. For the purposes of this plan, "environment" includes storm water drains and ditches as well as unpaved or other permeable ground surface. The spill must be reported to the State Agency if it meets the following guidelines, INCIDENTI ELEASE ASSESSMENT FORM Handlers of ha7ardous materials are required to report releases.
