S A N J O A Q U I N Environmental Health Department <br /> COUNTY <br /> b. Leak detector test: Verification that the line leak detector(s) can detect a leak of 3 gallons <br /> per hour at 10 PSI. Verification that programmed line lengths and/or volumes are accurate <br /> and appropriate for the make and model of the installed leak detectors. <br /> c. Primary piping test: Soap test of all product piping joints and penetrations, and pressure <br /> testing — hydrostatically at 150% of design operating pressure or pneumatically at 110% of <br /> operating pressure. If the calculated test pressure is less than 40 psi, 40 psi shall be used <br /> as the test pressure. Testing must be conducted in accordance with manufacturer <br /> specifications and California Code of Regulations (CCR) Title 23. <br /> d. Secondary piping test: Soap test of all product piping and penetrations, and pressure <br /> test, in accordance with manufacturer specifications. <br /> e. Continuity verification: Verification of continuity for all product piping (87, 91, diesel) <br /> between the most distant points in each zone to the extent practical. <br /> f. Piping slope: Verification of secondary piping slope for all piping (product, vapor recovery, <br /> vent, and chase) at 1/8 inch per foot or greater, to a containment sump with an audible and <br /> visual alarm. Piping slope must be adequate at the start of this inspection, with all piping in <br /> its final position and ready to be backfilled without adjustments per the manufacturer's <br /> installation instructions. <br /> g. Secondary piping spacing: Verification of all pipe setbacks, cross-overs, and burial <br /> depth, in accordance with manufacturer specifications, and verification of appropriate <br /> piping backfill. <br /> h. Sump testing: Integrity testing of the diesel and transition turbine sumps, in accordance <br /> with manufacturer specifications. <br /> i. Dispenser footprints: Verification of the dispenser footprints contained by the under <br /> dispenser containment sumps (UDCs). Any potential leaks from piping and fuel filters must <br /> drain directly into UDCs. <br /> j. Visual inspection of piping: Visual inspection of the piping within the dispensers for <br /> possible leaks. <br /> k. Visual inspection of vapor cap: Verification of the vapor line capped at the diesel tank. <br /> I. Release detection equipment functionality: Verification of functionality of the release <br /> detection equipment, including all sensors, must be verified to ensure monitoring has been <br /> restored to meet the requirements of California Code of Regulations Title 23 and California <br /> Health & Safety Code Chapter 6.7. **A copy of the alarm history shall be printed prior to <br /> reprogramming the current monitoring panel and made available at the time of EHD <br /> inspection. <br /> m. Secondary containment test, after concrete is poured: Since concrete will be broken <br /> over the 87, 91, and diesel tanks and turbine sumps, a secondary containment test must <br /> be performed on all tanks and turbine sumps. <br /> The facility cannot operate the 87, 91 or diesel UST systems prior to the EHD inspection and <br /> written approval. <br /> 4. Sampling must be performed as follows: <br /> a. Soil sample collection must be witnessed by an EHD UST inspector. <br /> b. Refer to the Central Valley Regional Water Quality Control Board document `GUIDANCE <br /> FOR UST SYSTEM REMOVAL CONFIRMATION SAMPLING' in the approved permit <br /> packet for required analytical tests and number of samples. <br /> c. Soils shall be analyzed in accordance with CCR Title 23 section 2681 for all constituents of <br /> previously stored hazardous substances and their breakdown or transformation products. <br /> 2 of 4 <br />
