SANsJOAQUIN Environmental Health Department <br /> COUNTY— <br /> Small Quantity Hazardous Waste Generator Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> UNIFIRST CORP 1819 N HUNTER ST, STOCKTON July 15, 2025 <br /> 75 3045- Release/Leaks/Spills-General Local Ordinance ❑OUT ❑ R ❑COS <br /> 76 CA Health and Safety 3050-Abandonment/Illegal Disposal/Unauthorized Treatment-General ❑OUT ❑ R ❑COS <br /> Code 25189.5(c) <br /> 77 3055-Abandon ment/IIlegal Disposal/Unauthorized Treatment-General Local ❑OUT ❑ R ❑COS <br /> Ordinance <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I, CLASS II, or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 2 CA Code of Regulations 66262.34(d)(2) 3020001 - Employees thoroughly familiar with all waste handling and <br /> emergency procedures <br /> OBSERVATION: At the time of inspection, it could not be demonstrated (not necessarily documented)that employees <br /> who handle hazardous waste were properly trained. <br /> -Facility staff were unaware of requirements for conducting and maintaining records of hazardous waste determinations <br /> and maintaining records of hazardous waste disposal. <br /> -Facility staff were unfamiliar with requirements of managing empty containers <br /> -Facility staff were unfamiliar with spill response procedures and did not respond to liquid observed on the floor in the <br /> storage area for sorted soiled deliveries until pointed out during the inspection <br /> -Shop towels were observed in the trash compactor chute, inside the compactor space, and on the ground mixed with <br /> debris and trash under the compactor loading area and rags were observed in a trash bin in the trash unloading area. <br /> Maintenance Manager Luu stated they wound up there because custodial staff are unaware of what can and cannot be <br /> disposed of in the trash. <br /> -Facility staff was unaware of the labeling requirements for universal waste. <br /> REGULATION GUIDANCE: The business owner must ensure that all employees are thoroughly familiar with proper <br /> waste handling and emergency procedures, relevant to their responsibilities during normal facility operations and <br /> emergencies. <br /> CORRECTIVE ACTION: Immediately train the employees. Provide proof of training within 30 days to the San Joaquin <br /> County Environmental Health Department(EHD)for employees whose responsibilities include hazardous waste. <br /> This is a (Class 2)Violation. <br /> 5 CA Code of Regulations 66262.42(a)(c)(d) 3010030 - Completed all Uniform Hazardous Waste Manifest exception <br /> reporting requirements <br /> OBSERVATION: The facility did not have exception reports on site for Uniform Hazardous Waste Manifest(UHWM): <br /> -024637234JJK <br /> REGULATION GUIDANCE: (a)A generator who does not receive a copy of the manifest with the handwritten signature <br /> of the owner or operator of the designated facility within 35 days of the date the waste was accepted by the initial <br /> transporter shall contact the transporter and/or the owner or operator of the designated facility to determine the status of <br /> the hazardous waste. (c)A hazardous waste generator who does not receive a copy of the manifest with the handwritten <br /> signature of the owner or operator of the facility to which the generator's waste is submitted, within 60 days from the date <br /> that the hazardous waste was accepted by the initial transporter, shall submit to the department a legible copy of the <br /> manifest, with some indication that the generator has not received confirmation of delivery. (d) Generators shall submit <br /> the information to the department at: DTSC Report Repository, Generator Information Services Section, P.O. Box 806, <br /> Sacramento, CA 95812-0806 <br /> CORRECTIVE ACTION: Locate a copy of all destination facility signed manifests. If the destination facility signed <br /> manifests cannot be found, send to DTSC a copy of each generator signed manifest and a statement that the designated <br /> facility signed copy was not received by the generator. DTSC address is DTSC Report Repository, Generator Information <br /> Services Section, PO Box 806, Sacramento, CA 95812-0806.
