(RDM) is submitting this <br />Work Plan for Closure Well Destructions (work plan) for the former E & R Freeman site located at 3138 <br />East Main Street, Stockton, San Joaquin County, California (Site). The Site is identified as San Joaquin <br />County Assessor Parcel Number 157-104-030-000. The location of the Site is presented in Figure 1 and <br />Site features are illustrated in Figure 2. <br />This work plan was prepared in response to the California Central Valley Regional Water Quality Control <br />Board's (CVRWQCB) directive dated April 25, 2023, which approved the Site for regulatory closure <br />pending destruction of the monitoring and remediation wells associated with it. A copy of the <br />CVRWQCB's directive is included in Enclosure A. <br />Site Description <br />The site is located at 3138 East Main Street in the City of Stockton, County of San Joaquin, California. <br />The site is comprised of one lot, identified as San Joaquin County Assessor's Parcel Number (APN) 157- <br />104-03, and is approximately 10,125 square feet (150 ft. x 67.5 ft.) in size. The site is situated at an <br />elevation of approximately 30 feet above mean sea level (Figure 1) and has relatively flat topography. <br />The site is situated on the southwest corner of the intersection of East Main Street and South Golden Gate <br />Avenue and is bordered to the west by residential housing and commercial; to the north, across East Main <br />Street, by a small house and vacant lot; to the east across South Golden Gate Avenue by an Auto Repair <br />shop; and to the south by residential. The site is in an area of mixed residential and commercial properties. <br />There are two structures in poor condition located in the northern portion of the subject property; the <br />larger structure is the former station building and the other is an outbuilding containing bathroom fixtures. <br />The former station building structure was built in the 1920's to 1930's and its construction is typical of <br />service station construction during that period. The structures are currently vacant. In addition, there is a <br />one-story, approximately 2,350 square -foot, three -unit, multi -family housing structure in the southern <br />portion of the subject property. <br />Cost Effective Solutions <br />
