RDM submitted a Project Execution Plan (PEP) to the SWRCB on March 15, 2017. The SWRCB- <br />OSCF reviewed the PEP and grant documents and issued an initial Project Budget Review Letter <br />on June 2, 2017. <br />After follow-up budget discussions between RDM, its client, and the SWRCB-OSCF staff, revised <br />Project Budget Review Letters were subsequently issued on September 14, 2017, and November <br />14, 2017. The OSCF grant, based on the November 14, 2017, project budget was finalized on <br />February 23, 2018, and approved budget for: project management, groundwater monitoring and <br />reporting (3 events- third quarter 2017, fourth quarter 2017, and first quarter 2018), and closure <br />report and public notification documents preparation. <br />RDM's Groundwater Monitoring Report- First Quarter 2018 and Request for Closure, dated April <br />16, 2018, was submitted to the CVRWQCB, but closure was denied and the CVRWQCB, in its <br />directive dated June 8, 2018, re -requested additional off-site assessment to define the lateral extent <br />of impact and demonstrate plume stability in the peripheral wells due to increasing MTBE and 1,2 <br />DCA concentrations reported in monitoring wells MW -5 and MW -5B. This future work required <br />Huntbrook to submit a new site assessment grant to cover the costs. <br />On January 2, 2019, RDM submitted its Work Plan for Proposed Additional Off -Site Groundwater <br />Monitoring Wells, which was approved by the CVRWQCB on February 4, 2019. RDM's work plan <br />proposed the installation of three, off-site monitoring wells (MW -9, MW -10, and MW -11); however, <br />RDM and Huntbrook were unable to obtain right -of -entry to install MW -9. <br />Huntbrook submitted a new site assessment grant budget packet to the OSCF on January 29, 2019. <br />SWRCB-OSCF reviewed grant documents and issued an initial Project Budget Review Letter on <br />March 21, 2019. After follow-up budget discussions between RDM, its client, and the SWRCB- <br />OSCF staff, revised Project Budget Review Letter was subsequently issued on April 23, 2019; <br />however, the SWRCB-OSCF did not finalize the grant until September 3, 2019. <br />On November 12 and 13, 2019, RDM supervised the installation of off-site, downgradient <br />monitoring wells MW -10 and MW -11. Results of the investigation are presented in RDM's, <br />Additional Off -Site Monitoring Wells MW -10 and MW -11 Installation Report, dated January 14, <br />2020. <br />Huntbrook submitted a grant budget amendment to the OSCF on September 15, 2020 to cover four <br />additional semiannual groundwater monitoring events and performing a soil gas investigation and <br />groundwater plume modeling if necessary, for closure. Huntbrook was not provided with a copy of <br />the final executed OSCF grant until January 27, 2022. Groundwater monitoring was not performed <br />between the fourth quarter 2020 and fourth quarter 2021 due to the grant not being approved. <br />Groundwater monitoring was re-initiated in 2022 and was performed in the first and third quarters <br />2022. Using the ground data collected through the third quarter 2022 sampling event, <br />groundwater fate and transport modeling was performed, and the site was evaluated using the <br />State Water Resources Control Board's Low -Threat Underground Storage Tank Case Closure <br />Policy (LTCP). Based on this, RDM determined the Site posed a low risk to human health and the <br />environment and warranted regulatory closure. <br />
