Foothill Sanitary Landfill – Seismic Characterization 1 03.18.2015 <br />1.0 In t r o d u c t i o n <br />The Foothill Sanitary Landfill (Landfill) is a Class III landfill located in San Joaquin County, <br />approximately 8 miles east of Linden, California. The Landfill site is located in Northern <br />California on the east edge of the central valley in the Sierran Block. The Sierran Block is a <br />region with relatively low seismic activity in California, bounded by the Foothills faults on the <br />east and by the Coast Range faults on the west (Abrahamson, 2002). <br />This seismic characterization is being performed as part of the 2015 Non-Water Release <br />Corrective Action Plans. This analysis utilizes and updates the information contained in the 2002 <br />and 2012 Seismic Characterization Reports (Abrahamson, 2002, and Shaw, 2012) — specifically <br />to determine the ground motions response at the Landfill site due to the maximum credible <br />earthquake. Title 27 of the California Code of Regulations (CCR) defines the maximum credible <br />earthquake as follows: <br />"Maximum credible earthquake", or "MCE" (SWRCB), means the maximum <br />earthquake that appears capable of occurring under the presently known geologic <br />framework. In determining the maximum credible earthquake, little regard is given <br />to its probability of occurrence except that its likelihood of occurring is great <br />enough to be of concern. The term describes an event that could be approached <br />more frequently in one geologic environment than in another; therefore, the <br />following factors have a bearing upon the derivation of the MCE for any given <br />facility: <br />(a) the seismic history of the vicinity and of the geologic province; <br />(b) the length of the significant fault or faults which can affect the site within <br />a radius of 62 miles (100 kilometers) of the facility boundary; <br />(c) the type(s) of faults involved; <br />(d) the tectonic and/or structural history; and <br />(e) the tectonic and/or structural pattern or regional setting (geologic <br />framework); nevertheless <br />(f) the time factor shall not be a parameter. <br />2.0 Met h o d o f A n al y s i s <br />To conduct this analysis, the two previous seismic characterization reports (Abrahamson, 2002, <br />and Shaw, 2012) were reviewed and the results were evaluated using current available <br />information. Specifically, a search of faults / fault zones located within 150 kilometers of the <br />Landfill site was conducted to determine: <br />If any new faults / fault zones have been added since the last analysis was conducted; <br />If any of the data / parameters for the previously evaluated faults had changed; and <br />What faults / fault zones were going to impact the site. <br />A spatial query was run on the United States Geological Survey (USGS) 2008 and 2014 National <br />Seismic Hazard Map - Fault Source Parameters websites to find active Holocene faults within <br />150 kilometers (km) of the Landfill site.
