SITE-SPECIFIC HEALTH AND SAFETY PLAN FOR PHASE II ENVIRONMENTAL SITE ASSESSMENT <br /> Site Control and Safety Procedures <br /> July 7, 2023 <br /> 6.13.2 Job Safety Analysis <br /> Job Safety Analyses (JSAs)will be prepared or revised prior to mobilizing to the field for tasks that do not <br /> have an SWP or to make the controls associated with an SWP be site/project specific. Applicable JSAs <br /> will be reviewed in detail on a daily basis by all affected on-site workers and/or visitors. Revisions to the <br /> JSAs will be hand written into the JSAs, forwarded to the project manager, and communicated during <br /> Daily Production Health and Safety Briefings. JSAs associated with the site/project are located in <br /> Appendix F. <br /> 6.13.3 Field Level Risk Assessment <br /> An RMS 2 Field-Level Risk Assessment(FLRA; Fit for Duty)form will be performed for high-risk tasks <br /> that have not be risk assessed prior to mobilization to the site and for which there is an SWP or JSA that <br /> addresses the task. Minor modifications to the JSAs can be written directly on the JSA to document that <br /> changing hazards are being assessed and reviewed. The RMS 2 FLRA (Fit for Duty)form shall be <br /> completed for a new task that was not addressed by an SWP or by a JSA for the site/project. <br /> 6.14 SHUTOFF VALVES/SWITCHES <br /> The SHSO will identify the location of shutoff valves and switches for utilities and products on the Site <br /> Plan and disseminate this information to all site personnel and visitors as appropriate. <br /> 6.15 SITE ACCESS AND LAYOUT <br /> Before mobilizing to the site for an event, the property owner(s)will be notified. The property is currently <br /> abandoned and has one vacant structure. On-site parking is available. The exclusion zone(s)will be set <br /> around individual work locations using delineators and snow fence for the drilling. <br /> 6.16 SITE SECURITY <br /> Security of our staff, subcontractors, equipment, and the public is of paramount importance to Stantec. <br /> Employees are trained in hazard recognition and will follow standard policies and procedures to report <br /> and mitigate site security issues/hazards if identified. Note that security consideration is different than <br /> traffic guidance and control, which also impacts security to some extent. Security refers to personal <br /> safety and freedom from theft or violence. The following items will be evaluated when considering <br /> security measures at the site: <br /> • Daytime activities at the site (e.g., gas station only, gas station with convenience store, etc.); <br /> • Recent criminal activity at the site and nearby areas (ask site owner/operator and the police); <br /> • Work hours (security concerns may be different depending on the time of day); and <br /> • Lighting at the site (thieves are generally dissuaded from stealing on well-lit sites). <br /> Standard security measures will be implemented on site to minimize the potential for loss at the site. <br /> Standard security measures include properly maintained lighting, functioning locks for <br /> Stantec <br /> 6.5 <br />
