MAIN STREET, STOCKTON, SAN JOAQUIN COUNTY,
CASE# 390328
Central Valley Regional Water Quality Control Board (Central Valley Water Board) staff have
reviewed the Work Plan for Proposed Additional Off-Site Groundwater Monitoring Wells
(Work Plan) dated 2 January 2019, submitted on your behalf by RDM Environmental Inc.
(RDM)for the E&R Freeman unauthorized petroleum release at 3138 E. Main Street in
Stockton (Site).
In response to increasing concentrations of methyl tent butyl ether(MTBE) and tent butyl
alcohol (TBA) in the currently downgradient-most shallow monitoring well, MW-5, in the Work
Plan RDM proposes to install three monitoring wells northeast of the Site to define the extent
of hydrocarbon impact to groundwater. The wells are proposed as follows:
Proposed Location Relation to Site Target Screen Sampling
Well Distance Direction Ground- Interval
water(ft) Zone (ft bgs)
MW-9 Church Parking Lot 250 NE At least 48
MW-10 Main St 240 ENE hours after
MW-10(Alt) S. As such, Central Valley Water
Board sta concur ith the proposed well locations and the proposed alternate well location.
By 17 May 2019, please submit a Well Installation Report detailing completion of the
proposed scope of work and the resultant findings, as well as the initial groundwater
sampling results.
KARL E.Loxatev SCU,P.E.,CRAB I PATRIOK POWnA,Ego.,FXK1R,Va orr¢eR
11020 sun Conies DING 1200,Rancho Cmaova,CA 05670 1 w ,Rrat8100a1Ga.Ce.00v/contraNaRoy
(j nFcrcaao risen
