CP26 - UST FULL Inspection Report Facility Name: Facility Address: Date: QUIK STOP MARKET#039 12285 E FREMONT ST, STOCKTON Auqust 4, 2026 11 23 CCR 16 2613(c)(6), 2633, 2651(b)(1), 2660(c) and (e), 2663 2031009- Leak detection equipment tested by qualified service technician every 12 months (TCR 9d) OBSERVATION: Owner/Operator failed to have a properly qualified service technician install and test leak detection equipment. A notificaiton was submitted for a like-for-like sensor replacement on 3/9/2026 of the Veeder Root 208 piping sensor in the 87 STP sump. Test results were submitted as well but during the inspection. A PMP 63228 was observed instead. PMP certifications were not provided in the notification for 3/9/2026 replacement. REGULATION GUIDANCE: §2633.(a)Any individual performing installations or repairs of underground storage tank system components that do not require excavation or backfill, must: (3) Possess training and certification from the manufacturer of the underground storage tank component or test equipment as follows: (A) Before performing work on release detection equipment, including conducting testing pursuant to section 2663, obtain training and certification from the manufacturer of the release detection equipment. CORRECTIVE ACTION: The sensor was replaced during the inspections from the PMP 63228 to a Veeder Root 208. Ensure all technicians installing release detection equipment are properly certified and are submitting accurate cerficaitons and information to EHD for sensor replacements. This is a (Minor)Violation. 38 23 CCR 16 2613(c)(6), (10) and (13) 2011003- Records of release detection monitoring and maintenance properly maintained for 36 months (TCR 9d) OBSERVATION: Owner/Operator failed to maintain release detection monitoring and maintenance records for 36 months. The following was not observed on site: - Monitoring System Certification conducted 8/4/2025 - Spill Container results conducted 8/4/2025 -87 STP pipng sensor replacement Release Detection Equipment Testing on 3/9/2026 REGULATION GUIDANCE: §2613 (c)The owner or operator must maintain the following records on site, or off site at a readily accessible location if approved by the Unified Program Agency, for no less than 36 months: (3) Spill Containment Testing Report Forms and attachments; (6) Release Detection Equipment Testing Report Forms and attachments; CORRECTIVE ACTION: Ensure release detection monitoring with all attachments and maintenance records are maintained on site for at least 36 months. This is a Repeat(Class 2)Violation. 40 23 CCR 16 2613(e) 2011002 - Installation, repair, lining, integrity, calibration, and release records maintained for life of UST OBSERVATION: Records of installation, repairs, linings, intregrity certification, tank calibration charts, and/or unauthorized release reports were not kept onsite, or offsite if approved by the UPA, for the life of the UST. REGULATION GUIDANCE: § 2613(e)The following records must be maintained by the owner or operator on site, or off site at a readily accessible location if approved by the Unified Program Agency, for the life of the underground storage tank system: (1) Installation records including, but not limited to: (A)Installation test results; (B)Manufacturer checklists and manuals; and (C)As-built drawings. (2) Records of repairs, including inspection reports and structural integrity certifications associated with interior lining; (3)Tank calibration charts; and (4) Unauthorized release reports. CORRECTIVE ACTION: Immediately locate and maintain these records onsite and submit copies to the UPA within 30 days. This is a (Minor)Violation.
