A notificaiton was submitted for a like-for-like sensor replacement on 3/9/2026 of the Veeder Root 208 piping <br /> sensor in the 87 STP sump. Test results were submitted as well but during the inspection. A PMP 63228 was observed <br /> instead. PMP certifications were not provided in the notification for 3/9/2026 replacement. <br /> REGULATION GUIDANCE: §2633.(a)Any individual performing installations or repairs of underground storage tank <br /> system components that do not require excavation or backfill, must: (3) Possess training and certification from the <br /> manufacturer of the underground storage tank component or test equipment as follows: (A) Before performing work on <br /> release detection equipment, including conducting testing pursuant to section 2663, obtain training and certification from <br /> the manufacturer of the release detection equipment. <br /> CORRECTIVE ACTION: The sensor was replaced during the inspections from the PMP 63228 to a Veeder Root 208. <br /> Ensure all technicians installing release detection equipment are properly certified and are submitting accurate <br /> cerficaitons and information to EHD for sensor replacements. <br /> This is a (Minor)Violation. <br /> 38 23 CCR 16 2613(c)(6), (10) and (13) 2011003- Records of release detection monitoring and maintenance properly <br /> maintained for 36 months (TCR 9d) <br /> OBSERVATION: Owner/Operator failed to maintain release detection monitoring and maintenance records for 36 <br /> months. The following was not observed on site: <br /> - Monitoring System Certification conducted 8/4/2025 <br /> - Spill Container results conducted 8/4/2025 <br /> -87 STP pipng sensor replacement Release Detection Equipment Testing on 3/9/2026 <br /> REGULATION GUIDANCE: §2613 (c)The owner or operator must maintain the following records on site, or off site at a <br /> readily accessible location if approved by the Unified Program Agency, for no less than 36 months: (3) Spill Containment <br /> Testing Report Forms and attachments; (6) Release Detection Equipment Testing Report Forms and attachments; <br /> CORRECTIVE ACTION: Ensure release detection monitoring with all attachments and maintenance records are <br /> maintained on site for at least 36 months. <br /> This is a Repeat(Class 2)Violation. <br /> 40 23 CCR 16 2613(e) 2011002 - Installation, repair, lining, integrity, calibration, and release records maintained for life of <br /> UST <br /> OBSERVATION: Records of installation, repairs, linings, intregrity certification, tank calibration charts, and/or <br /> unauthorized release reports were not kept onsite, or offsite if approved by the UPA, for the life of the UST. <br /> REGULATION GUIDANCE: § 2613(e)The following records must be maintained by the owner or operator on site, or off <br /> site at a readily accessible location if approved by the Unified Program Agency, for the life of the underground storage <br /> tank system: (1) Installation records including, but not limited to: (A)Installation test results; (B)Manufacturer checklists <br /> and manuals; and (C)As-built drawings.
