Union Street Stockton, CA 95205 RE: San Joaquin County Corporation Yard Primary Underground Piping TATT Job SP3952 Dear Mr. Cornell- As a result of discussions between the Public Works Department and the Health Department regarding the fiberglass piping installation, it was determined that the project will only t+e allowed to continue once one of two actions are taken to rectify the concerns of the above Departments due to the appearance of the installation. The quantity of glue at the joints concerns the departments and does not appear to be in compliance with the manufacturer's installation instructions. The two actions that will satisfy the County inspectors are as follows: tion#1: Perform a hydrostatic cyclic test as recommended by A.Q. Smith in Manual /fB2150, dated July 15, 1996. During discussions with the Health Department the following issues were clarified: a) The impact valves at dispenser sumps are to be removed and the flex connector capped prior to testing system. b) Test to be run to 175 psi and in conjunction with A_4. Smith Test Procedure (Section 1.7.2 of above-referenced manual). c) Test shall be run on 1) Gasoline Primary, 2) Diesel Primary, and 3) Diesel Satellite product lines. The cyclic pressure test is not required on the vent and vapor recovery lines. The pressure is to be kept on each individual system without pressure fluctuation for one hour prior to system obtaining approval, d) Once cyclic pressure is complete and systems are deemed tight, the impact valves shall be reinstalled, and the air pressure test per the project- approved plans would need to be completed prior to final primary system approval.
