(Partner), on behalf of Live Oak Bank and Crossroad Real Estate LLC <br /> has prepared this Phase II Subsurface Investigation Work Plan for the property addressed at 20633 Elliot <br /> Road in Lockeford, California (herein referred to as the "subject property"). <br /> Project History <br /> Partner completed a draft Phase I Environmental Site Assessment Report (Phase 1) for the subject property, <br /> dated February 16, 2026, on behalf of Live Oak Bank. Based on the information reviewed and the site <br /> reconnaissance, the subject property consists of one parcel of land comprising 3.86 acres located on the <br /> west side of Elliot Road within a mixed residential, commercial, and agricultural area of Lockeford, San <br /> Joaquin County, California. The subject property is currently developed with two single-story buildings, <br /> totaling approximately 6,900 square feet, and is occupied by Mokelumne River Veterinary Services for <br /> commercial use. On-site operations consist of animal hospital operations including client services, <br /> diagnostics, pharmacy, surgical suites, and intensive care. In addition to the structures,the subject property <br /> is improved with associated landscaping, drainage features, perimeter fencing, cattle staging area, enclosed <br /> fence area for euthanasia, water well system, septic system, gravel parking area, and horse stables. <br /> According to historical sources,the subject property was formerly undeveloped as early as 1908; developed <br /> with agricultural land between 1937 and circa 1974; and developed with the current structure in 1977. <br /> Tenants on the subject property have included various veterinarians (1980-present); Lockeford Vet Clinic <br /> (1980-1990); and Mokelumne River Veterinary Service (1990-present). <br /> The following recognized environmental condition (REC)was identified in the Phase I: <br /> • The subject property, identified as the former Lockeford Veterinary Clinic, Inc., is listed as a Historical <br /> Hazardous Substance Storage Container (HIST TANK) and Historical Hazardous Substance Storage <br /> Information (HHSS) site in the regulatory database report. These databases are maintained by the <br /> State Water Resources Control Board's (SWRCB) GeoTracker database. According to the GeoTracker <br /> database, the tank was reportedly a 1,000-gallon tank for regular gasoline that was installed in 1979. <br /> Details of the tank include that it was constructed of carbon steel material, unlined, with cathodic <br /> wrapping, suction underground piping, and was non-vaulted, and single-walled.
