SAN JOAQUIN Environmental Health Department <br /> —COUNTY <br /> CP26 - UST FULL Inspection Report <br /> Facility Name: Facility Address: Date: <br /> STOP N SHOP 11856 W COUNTRY CLUB BLVD, STOCKTON June 12, 2026 <br /> 9 23 CCR 16 2613(a)(12) and (b), 2691(a); HSC 6.7 25284(a)(3) 2011014 - Facility has submitted a current written <br /> owner/operator agreement <br /> OBSERVATION: The annual operating permit is not issued to the current operator and there is no written agreement <br /> between the person who was issued the permit and the operator to monitor the UST system. <br /> REGULATION GUIDANCE: (a) If the owner is not the operator, then the owner must enter into a written agreement with <br /> the operator requiring the operator to ensure the underground storage tank system is in compliance with chapter 6.7 of <br /> division 20 of the Health and Safety Code, this chapter, and the operating permit. <br /> CORRECTIVE ACTION: Complete and submit a written agreement between the UST owner and the operator <br /> (owner/operator agreement) <br /> This is a Repeat(Class 2)Violation. <br /> 38 23 CCR 16 2613(c)(10) and (13) 2011003- Records of release detection monitoring and maintenance properly <br /> maintained for 36 months (TCR 9d) <br /> OBSERVATION: Owner/Operator failed to maintain release detection monitoring and maintenance records for 36 <br /> months. <br /> -The Monitoring System Certification dated 6/16/2023 was not observed on-site. <br /> REGULATION GUIDANCE: (c)The owner or operator must maintain the following records on site, or off site at a readily <br /> accessible location if approved by the Unified Program Agency, for no less than 36 months: (1) Designated UST <br /> Operator Visual Inspection Reports and attachments; (2) Facility Employee Training Certificates; (3) Spill Containment <br /> Testing Report Forms and attachments; (4) Overfill Prevention Equipment Testing Report Forms and attachments; (5) <br /> Secondary Containment Testing Report Forms and attachments; (6) Release Detection Equipment Testing Report Forms <br /> and attachments; (7) Tank integrity test reports; (8) Line tightness testing reports; (9)Temporary closure tank liquid <br /> sampling results; (10) Operation and maintenance records; (11)Visual monitoring inspection logs and records; (12) <br /> Impressed current system inspection logs; Page 12 of 70(13) Release detection alarm and response logs and records; <br /> (14) Sampling results; and (15) Underground storage tank closure soil and groundwater sample analytical results, <br /> including laboratory data sheets and analyses used in accordance with article 8. <br /> CORRECTIVE ACTION: Provide written statement to EHD ensuring facility maintains release detection monitoring and <br /> maintenance records for at least 36 months. <br /> This is a Repeat(Class 2)Violation. <br /> 40 23 CCR 16 2613(e) 2011002 - Installation, repair, lining, integrity, calibration, and release records maintained for life of <br /> UST <br /> OBSERVATION: Records of installation, repairs, linings, integrity certification, tank calibration charts, and/or <br /> unauthorized release reports were not kept onsite, or offsite if approved by the UPA, for the life of the UST. The following <br /> was not observed during inspection: <br /> - Installation test results <br /> - Manufacturer checklists and manuals <br /> -As-built drawings. <br /> REGULATION GUIDANCE: (e)The following records must be maintained by the owner or operator on site, or off site at <br /> a readily accessible location if approved by the Unified Program Agency, for the life of the underground storage tank <br /> system: (1) Installation records including, but not limited to: (A)Installation test results; (B) Manufacturer checklists and <br /> manuals; and (C)As-built drawings. (2) Records of repairs, including inspection reports and structural integrity <br /> certifications associated with interior lining; (3)Tank calibration charts; and (4) Unauthorized release reports. <br /> CORRECTIVE ACTION: Corrected on-site.
