SANsJOAQUIN Environmental Health Department <br /> COUNTY— <br /> Small Quantity Hazardous Waste Generator Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> SAIA LTL - SCA 14520 S HWY 99, STOCKTON Auqust 08, 2025 <br /> 11 CA Code of Regulations 66262.11 3030005 - Determined if waste generated is hazardous waste <br /> OBSERVATION 1: Multiple chemicals were observed on site left by FedEx including a 500-gallon capacity propane tank, <br /> an air compressor with a VOC label and a small portable generator. Terminal Manager, Ray Magallanes was unaware of <br /> whether the propane tank contained any product and stated that he has communicated to regional management that <br /> there is no plan for use of the items left by FedEx. <br /> OBSERVATION 2: Liquid with visible oil and sheen was observed through the grate of the sump behind the shop. Ray <br /> stated that he was unaware of where the oil came from or where the sump drains to. <br /> REGULATION GUIDANCE: Any person who generates a waste shall determine if the waste is a hazardous waste as <br /> specified in Title 22 California Code of Regulations (CCR). A business operator shall keep records of any hazardous <br /> waste determinations made in accordance with Title 22 California Code of Regulations (CCR)section 66262.11 for at <br /> least three years from the date that the waste was last sent to an on-site or off-site treatment, storage, or disposal facility. <br /> CORRECTIVE ACTION: Immediately make a hazardous waste determination for all items left by FedEx and the oily <br /> liquid observed in the sump. Determine the where the sump behind the shop drains to. Manage all wastes determined to <br /> be hazardous waste according to Title 22 CCR. Use Safety Data Sheets (SDS), waste sampling and test results or other <br /> knowledge to support your hazardous waste determination. Waste testing must be done using methods specified in Title <br /> 22 CCR including sections 66261.20-24. Submit a statement and supporting documentation with your hazardous waste <br /> determination. Provide disposal records for wastes determined to be hazardous wastes. <br /> This is a (Class 2)Violation. <br /> 38 CA Code of Regulations 66266.130 3030004 - Properly manages used oil filters and fuel filters <br /> OBSERVATION: According to Terminal Manager, Ray Magallanes, the facility currently utilizes a third party contractor <br /> for fleet maintenance since the maintenance shop is still being remodeled. The third party contractor removes all waste <br /> generated from fleet maintenance from the site, including used oil/fuel filters. No invoices or bills of lading for the used <br /> oil/fuel filters were available for review during the inspection. <br /> REGULATION GUIDANCE: Title 22 California Code of Regulations section 66266.130 Management of Used Oil Filters. <br /> California Health & Safety Code section 25250.22. Per California Health & Safety Code (HSC)25163, a valid hazardous <br /> waste transporter license is required to transport hazardous waste. A bill of lading needs to be left with the facility for <br /> drained oil filters. Per 22 CCR 66266.130(C)(c), a bill of lading needs to indicate the generator and transported, the <br /> receiving company names, addresses and telephone numbers, the quantity and size of the used oil filter containers <br /> transferred, and the date of transfer. <br /> CORRECTIVE ACTION: Immediately obtain all missing bill of lading recycling records that can be found. Used, drained, <br /> metal filters not stored, handled and disposed of according to this section are regulated as hazardous waste. Provide a <br /> corrective action statement, bill of lading recycling records and supporting documentation to the San Joaquin County <br /> Environmental Health Department (EHD)within 30 days. <br /> This is a (Class 2)Violation. <br /> 48 CA Code of Regulations 66262.34(d)(2) 3010022 - Posted emergency information next to the telephone <br /> OBSERVATION: Modified contingency plan information was not posted at the facility. <br /> REGULATION GUIDANCE: The business operator must post the following information next to telephones or in areas <br /> directly involved in the generation and accumulation of hazardous waste: the name and emergency telephone number of <br /> the emergency coordinator, the location of fire extinguishers and spill control material, and the telephone number of the <br /> fire department unless the facility has a direct alarm. <br /> CORRECTIVE ACTION: Immediately post the modified contingency plan information or keep a copy of a complete <br /> consolidated emergency response/contingency plan on-site.
