Sammons, Lynsey [EHD]
From: Suszycki, Michael [EHD]
Sent: Wednesday, October 8, 2025 12:45 PM
To: Sammons, Lynsey [EHD];Walker, Ruthanne M.
Subject: RE: [EXTERNAL] PR0519480, PRO526499 - 3003 Navy Dr&2650 W Washington St -
HMBP Compliance Info 2025 - 9.30.25
Good Afternoon,
So from my understanding, the violation is for failing to have accurate and up to date site map. If there
has been no change in ownership since the last issuing of this violation, and the code section being cited
is the same section, this would be a repeat violation. The best way to understand it is that the same code
section was violated, and this is why it is a repeat violation, even if the exact details of the violation differ
between inspections.
To answer the other question, a repeat violation does not come with any additional penalties, fees, ect. If
there is an enforcement case brought against the facility, the repeat violation modifier can be used to
establish a pattern of non-compliance, possibly effecting the financial judgement issued. As the facility
is not undergoing enforcement, and appears to be actively working to stay in compliance with the Health
and Safety Code, the repeat modifier will most likely have no real effect on anything.
If you have any more questions, please feel free to contact me.
FYI Lynsey is a very thorough inspector, and the fact that she did not find any other violations tells me
that you guys are doing a great job at the facility.
Thank you,
Michael Suszycki,
Lead Sr. Registered Environmental Health Specialist
Office: (209) 953-6214
Cell: (209) 598-7001
EHD Main: (209)468-3420
San Joaquin County Environmental Health Department
1868 E.Hazelton Avenue,Stockton,CA. 95205
www.sogov.org/ehd
From:Sammons, Lynsey [EHD] <Isammons@sjgov.org>
Sent: Wednesday, October 8, 2025 11:57 AM
To: Walker, Ruthanne M. <RMWalker@marathonpetroleum.com>
Cc:Suszycki, Michael [EHD] <msuszycki@sjgov.org>
Subject: RE: [EXTERNAL] PR0519480, PR0526499-3003 Navy Dr&2650 W Washington St- HMBP Compliance Info 2025
-9.30.25
