Hi Ruthanne,
I'll have to defer to my supervisor on this one. That violation was issued on June 23, 2017, and I can see
on CERS that the same person, Lucina Lopez, was listed as the environmental contact for this facility
starting with the Jan 1, 2017 submittal all the way through the Jan 15, 2020 submittal-which spans the
change in ownership. This suggests some continuity of institutional knowledge through the transition.
Mike, can you please clarifywhetherthis should be considered a repeat violation?
Thanks,
Lynsey Sammons
Registered Environmental Health Specialist
Cell: (209) 616-3067
Office: (209)468-3420
San Joaquin County Environmental Health Department
1868 E.Hazelton Avenue,Stockton,CA.95205
www.sigov.orq/ehd
SA -J OAQ U I
*Test notifications and test results should be sent to the general UST email: ustpsiaov.oru
Please note: I am out of office every other Friday.
EHD will be closed for holidays on:
Jan 1, 15 1 Feb 19 1 May 27 1 July 41 Sept 21 Nov 11,28,29 1 Dec 25
From: Walker, Ruthanne M. <RMWalker@marathonpetroleum.com>
Sent: Wednesday, October 8, 2025 11:45 AM
To:Sammons, Lynsey [EHD] <Isammons@sogov.org>
Cc:Suszycki, Michael [EHD] <msuszvcki@sigov.org>
Subject: RE: [EXTERNAL] PR0519480, PR0526499-3003 Navy Dr&2650 W Washington St- HMBP Compliance Info 2025
-9.30.25
Thank you for your insights and reconsideration; I really appreciate it.
I know we are deep in the weeds here, but I wondered if it makes a difference in terms of classifying this
as a repeat violation or not because the Marathon acquisition of Tesoro Logistics occurred in October
2018 which was after the previous June 2017 map violation? Does that make a difference from your
perspective and also does that affect a potential fine?
The legal entity name in CERS is still correct showing it as Tesoro Logistics Operations LLC (Tesoro)
because Tesoro Logistics is indeed part of Marathon Petroleum Corporation. We made no changes to all
the air permits and CERS/CUPA permits (and facility ID's, etc) across California because the legal entity
name remained unchanged but there was an ownership change to fall under MPC in 2018.
2
