Ruthanne Walker
Senior Environmental Professional
L&STerminals
MARATHON Mobile:949-887-9731
s Email:
RMWalker@marathonpetroleum.com
From:Sammons, Lynsey [EHD] <Isammons@sigov.org>
Sent:Wednesday, October 8, 2025 10:03 AM
To:Walker, Ruthanne M. <RMWalker@marathonpetroleum.com>
Cc:Suszycki, Michael [EHD] <msuszvcki@sigov.org>
Subject: RE: [EXTERNAL] PR0519480, PR0526499-3003 Navy Dr&2650 W Washington St- HMBP Compliance Info 2025
-9.30.25
Hi Ruthanne,
Apologies forthe delay, I've been out for a few days. Thank you for bringing this to my attention. After
reviewing the screenshots you submitted, I agree that the inventory works as is. I've rescinded violation
10 and attached an amended report and updated RTC form. I also updated my comment on the most
recent CERS submittal to note that the hazardous material inventory element was not rejected due to the
inventory itself, and that only the map needs to be updated.
As for the repeat site map violation—I've attached a copy of the 2017 report where this violation was
previously issued. At first glance, I don't see the hazardous waste storage area labeled on the
SMARTPLAN map but it's possible I'm overlooking it. Please ensure that the map meets all requirements
and make a CERS submittal. The regulation guidance includes:
• North orientation
• Adjacent streets
• Access and exit points
• Evacuation staging areas
• Hazardous material handling and storage areas
• Emergency response equipment
And, if present,
• Loading areas
• Internal roads
• Storm and sewer drains
• Emergency shutoffs
Please let me know if you have any other questions.
Best,
Lynsey Sammons
Registered Environmental Health Specialist
Cell: (209) 616-3067
Office: (209)468-3420
San Joaquin County Environmental Health Department
1868 E.Hazelton Avenue,Stockton,CA.95205
2
