1.0 INTRODUCTION AND PROPOSED DEVELOPMENT: <br /> 1.1 Description of site: The project consists of one legal parcel containing 43f acres. The subject <br /> Assessor's Parcel Numbers are 017-090-56 and 59. The project is in an agricultural and commercial <br /> neighborhood. The parcels are zoned AG-40. <br /> 1.2 Description of Proposed Development: The purpose of this project is to create one 18f acre parcel <br /> on the north side of Clarksdale Road and one 25f acre parcel on the south side of Clarksdale Road from <br /> the existing parcel. In accordance with the San Joaquin County Development Title, this Surface and <br /> Subsurface Contamination Report(SSCR) is being submitted for approval. This report will investigate <br /> the property for visual or historical environmental contamination based on field observation, interviews <br /> with the owner, and County records. (This SSCR includes no chemical analysis). <br /> 1.3 Parcel location map: (See Appendix for Tentative Map with Vicinity Map and APN page). <br /> 1.4 Site Map: (See Appendix for Tentative Map). <br /> 2.0 PAST, PRESENT, AND PROPOSED FUTURE USES OF THIS SITE• <br /> 2.1 Discussion of Past, Present, and Proposed Future Uses: The primary source of information of <br /> the historic use of this property is testimony from one of the owners. Chelsea Chandler was interviewed <br /> in February, 2026. The owners have owned the parcel for one and four years. They thought they each <br /> owned separate sides of the road. Dillon &Murphy is proposing a Minor Subdivision Application to <br /> resolve the issue. The land use has historically been used for agricultural production and for residential <br /> purposes. These uses will remain. <br /> 3.0 IDENTIFICATION OF ALL PAST AND CURRENT SOURCES OF <br /> CONTAMINATION: <br /> 3.1 Methods used to research: Methods used to research this parcel were records researched at the <br /> San Joaquin County Agriculture Commissioners office in February, 2026 (see appendix for results). An <br /> onsite survey was performed on February 10, 2026, by staff of Dillon& Murphy. The San Joaquin <br /> County Environmental Health Department's underground storage tank mitigation database list did not <br /> yield any concerns. The San Joaquin County Agricultural Commissioner's office report did yield results <br /> for pesticides/chemicals used on this site. The results of the pesticide use report yielded that there are <br /> chemicals of potential concern at this site. <br /> 3.2 Description of all past on-site potential and/or known above and below ground sources of <br /> contamination identified at the project site: Past on-site potentials for contaminations are moderate. <br /> The property has been vineyards with a residence for more than 20 years. Historically there have been <br /> no underground storage tanks. The owner has no knowledge of improper above ground storage of <br /> chemicals on the subject parcel. <br /> 1 <br />
