(Arcadis) has prepared this Emergency Incident Report (Report) on behalf of the Union Pacific <br />Railroad Company (UPRR) to present incident response details associated with a container fire at the UPRR <br />Lathrop Intermodal Yard at an approximate latitude/longitude (lat/long) of 37.84706, -121.26318 in French Camp, <br />California (Site). <br />The fire was reported to the UPRR Response Management Communication Center (RMCC; incident reference: <br />2024-12-23-336TJP), which notified local and state regulatory agencies including the City of Lathrop Fire <br />Department (LFD) and the San Joaquin County Environmental Health Department (SJCEHD). This Report has <br />been prepared in accordance with the “Post-Incident/Reporting Requirements” section of the Consolidated <br />Contingency Plan for CERS ID 10780999, prepared by UPRR and dated January 11, 2024 (Consolidated <br />Contingency Plan). <br />Background <br />On December 23, 2024, refrigerated container RCLU 22001 started on fire adjacent to an UPPR intermodal <br />crane. During the fire, the contents of the container burned and approximately 250 gallons of diesel were released <br />from the fuel tank on the container onto the ground. The LFD and the non-PFAS containing fire suppression <br />system on the crane extinguished the fire. The LFD rinsed the area with water that flowed into a nearby UPRR <br />storm drain that was contained and flowed to an on-Site stormwater basin on the northwestern corner of the Site. <br />Outfall SW-02 is located in the basin and was closed during the incident. Rinsate water did not flow offsite. <br />On April 7, 2025, SJCEHD, UPRR, and Arcadis representatives visited the Site to inspect the effectiveness of <br />UPRR’s remedial activities following the fire. This Report was requested by the SJCEHD following the site visit. <br />An Emergency Response Summary Report documenting the remedial activities is planned to be submitted to the <br />SJCEHD at a later date. <br />Post-Incident Reporting/Recording Requirements <br />This sub-section section provides answers to the questions presented in the “Post-Incident/Reporting <br />Requirements” section of the Consolidated Contingency Plan as requested by the SJCEHD.
