Roth Road, <br />French Camp, CA 95231, 800-877-5123. <br />Date, time, and type of incident (e.g., fire, explosion, etc.): December 23, 2024, 19:40, Fire. <br />Name and quantity of material(s) involved: Intermodal crane 90903 and refrigerated container RCLU 22001. <br />The extent of injuries, if any: No injuries were reported. <br />An assessment of actual or potential hazards to human health or the environment: Arcadis mobilized to the <br />Site to assess the potential hazards to human health and the environment. Arcadis observed that the diesel- <br />impacted rinse water had been contained in the Site storm drain system and basin. The impacted area has <br />been remediated and there is no ongoing potential hazard to human health or the environment. An <br />Emergency Response Summary Report documenting the remedial activities is planned to be submitted to the <br />SJCEHD at a later date. <br />Estimated quantity and disposition of recovered material that resulted from the incident: The incident resulted <br />in the following recovered material: one 55-gallon drum with two burnt car batteries, four 55-gallon drums of <br />absorbent powder, five 55-gallon drums of diesel-impacted water, six 250-gallon totes of diesel-impacted <br />water, one 20-cubic yard roll off bin of vegetation debris, and one 20-cubic yard roll off bin of absorbent boom. <br />Waste was sampled and profiled and the waste has been transported off-site and disposed in accordance <br />with UPRR procedures except for the bin of vegetation debris and the bin of absorbent boom. The two <br />remaining bins are planned to be transported off-site for disposal. Copies of the disposal records will be <br />included in the Emergency Response Summary Report planned to be submitted to the SJCEHD at a later <br />date. <br />Cause(es) of the incident: Container fire based on information in the RMCC report. <br />Actions taken in response to the incident: The LFD rinsed the area impacted by the fire with water. GrayMar <br />Environmental Services, Inc. (GrayMar) utilized a pressure washer to clean the concrete surfaces and storm <br />drain conveyance piping. Rinse water was collected using a vacuum truck and/or contained in the basin. An <br />underflow dam was installed at the piping inlet to the basin and used to contain debris that were then <br />recovered by GrayMar. Visible hydrocarbon sheen was also recovered from the water in the basin using a <br />vacuum truck. Additionally, GrayMar applied MicroBlaze® (a microbial solution used to remediate petroleum <br />hydrocarbons) to the soil in the basin. Additional information regarding the actions taken by UPRR will be <br />included in the Emergency Response Summary Report planned to be submitted to the SJCEHD at a later <br />date. <br />Administrative or engineering controls designed to prevent such incidents in the future: The incident was <br />considered an accidental fire based on the current information; therefore, new preventative measures were <br />not installed at the facility. Fire suppression systems and fire department notification equipment is in place at <br />the Site, which were helpful during the incident. <br />Closing <br />This Report has been prepared and submitted to the SJCEHD in accordance with the Consolidated Contingency <br />Plan for the Site. An Emergency Response Summary Report is also planned to be submitted to the SJCEHD at a <br />later date that will document the information associated with the response, provide copies of waste disposal
