SAN JOAQUIN Environmental Health Department <br /> COUNTY— <br /> Hazardous Materials Business Plan Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> PEARL CROP INC 11550 INDUSTRIAL DR, STOCKTON October 02, 2025 <br /> 4 CA Health and Safety Code 25508.2 1010008 - Business plan reviewed and electronically certified as <br /> complete/accurate on or before the due date <br /> OBSERVATION: The business plan information has not been reviewed and resubmitted in the California Environmental <br /> Reporting System (CERS) annually by the due date, January 15. <br /> -The 2024 submittal was made late on 1/26/24 <br /> -The 2025 submittal was made late on 4/4/25 <br /> REGULATION GUIDANCE: The hazardous materials inventory shall be submitted by January 15 of each calendar year <br /> and may be submitted beginning November 1 of the previous year <br /> CORRECTIVE ACTION: Submit a statement to SJC EHD stating that the business will annually certify/submit the annual <br /> HMBP to CERS by January 15. <br /> This is a (Minor)Violation. <br /> 5 CA Health and Safety Code 25508.1(a)-(f) 1010006- Updated within 30 days of 100% increase or new haz; change of <br /> address/owner/name; or change in ops <br /> OBSERVATION: During the inspection, the business activities page on CERS stated that hazardous materials have not <br /> been stored on site since the 4/4/25 submittal and no chemical inventory was submitted. The facility is storing seasonal <br /> chemicals related to fumigation operations and EH&S Manager Jackie Serra stated the chemicals have been on site for <br /> more than 30 days. The business has not updated and submitted the information within 30 days. <br /> REGULATION GUIDANCE: Within 30 days of one the following events, business shall electronically update the <br /> information submitted to the California Environmental Reporting System (CERS): <br /> a) A 100 percent or more increase in the quantity of a previously disclosed material. <br /> b) Any handling of a previously undisclosed hazardous materials <br /> c) A change of business or facility address <br /> d) Change business ownership <br /> e) Change of business name <br /> f)(1)A substantial change in the handler's operations occurs that requires modification to any portion of the business <br /> plan. <br /> (2) For the purpose of this subdivision, "substantial change" means any change in a facility that would inhibit immediate <br /> response during an emergency by either site personnel or emergency response personnel, or that could inhibit the <br /> handler's ability to comply with Section 25507, change the operational knowledge of the facility, or impede <br /> implementation of the business plan. <br /> CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS) at <br /> http://cers.calepa.ca.gov/, enter the correct or updated information, and submit to the EHD for approval. <br /> This is a Repeat(Class 2)Violation. <br /> EHD-CUPA Inspection Report IS02 Page 3 of 6 FA0007213 PR0520255 4559018 10/15/2025 <br /> 1868 E.
