Mathews Road, French Camp CA 95231 <br /> SU-2601254, APN: 193-190-13 & 193-190-14 <br /> The San Joaquin County Environmental Health Department (EHD) has reviewed the Soil Suitability and <br /> Nitrate Loading (SSNL) Study dated March 31, 2026, and submitted April 2, 2026, and has the following <br /> comments for your consideration. <br /> The SSNL was prepared to determine the suitability for onsite wastewater treatment system (OWTS) <br /> usage and the potential long-term impact of nitrate to groundwater from the proposed new restrooms for <br /> the expansion of the existing cemetery. The parcel size is 3.90 acres for the expansion and only APN <br /> 193-190-13 was used for the nitrate loading calculation. <br /> Based on the information provided, the EHD can make the following findings: <br /> 1. The SSNL reports a nitrate-loading estimate for the proposed new OWTS of 1.9 milligrams per <br /> Liter (mg/L) of NO3-N (Nitrate as Nitrogen); the maximum contamination level for NO3-N in <br /> groundwater is 10.0 (mg/L) set by the Central Valley Regional Water Quality Control Board. The <br /> septic system construction shall follow the San Joaquin County OWTS where applicable. (SJC <br /> OWTS Standard 7.1). <br /> 2. The Percolation test conducted on March 25, 2026, yielded a percolation rate of 4.3 minutes per <br /> inch (MPI)for the 36-inch percolation test and 7.4 MPI for the 42-inch percolation test. At this rate, <br /> a minimum of 20 feet of soil separation is required between the bottom of the dispersal field and <br /> the groundwater as mitigated by the proposed standard septic system. The report does mention <br /> that the percolation test depth of 36 inches was assumed to be drilled into a soil anomaly or rodent <br /> excavation due to the refill water seeped away every 30 minutes. Using the results for the <br /> percolation test depth of 42 inches the minimum soil separation will be 8 feet between the bottom <br /> of the dispersal field and the groundwater as mitigated by the proposed standards septic system. <br /> The SSNL reports groundwater level at about 20 to 30 feet below surface grade. (San Joaquin <br /> County OWTS Standard Table 1.10.2). <br /> 3. Based on the information provided the EHD finds that the SSNL Study supports the suitability for <br /> standard OWTS usage for the proposed development pursuant to San Joaquin County <br /> 1868 E.
