No soil removal or remediation is required because the LAAs received disinfected tertiary treated recycled water and the discharges to the LAAs have not impacted beneficial uses of groundwater. Well Abandonment Plan There are 69 groundwater monitoring wells referenced in MRP Order No. R5-2016-0028-03. Because there will be no discharges to land for the disposal of wastewater, all wells, with the exception of MWM-24 and MWR-25, will be abandoned. MWM-24 and MWR-25 will remain in place and regulated under Sustainable Groundwater Management Act (SGMA) Monitoring Network for the Tracy Groundwater Subbasin (No. 5-022.15) and require ongoing water level data collection for Groundwater Sustainability Plan (GSP) compliance. The groundwater monitoring network consists of 34 monitoring wells currently owned by private property owners and 33 monitoring wells currently owned by the City (see Attachment 1). Private monitoring wells were either installed by property owners, land developers, or by the City with permission from the land owner. Hence, to the extent permitted by law, the City will notify and require private property owners to destroy the monitoring well(s) located on their property following well abandonment procedures consistent with California Department of Water Resources standards for the destruction of groundwater wells, as described in California Well Standards Bulletin 74-90 (June 1991) and Water Well Standards: State of California Bulletin 74-81 (December 1981). The City will also file applicable well abandonment permits with San Joaquin Environmental Health Department (EDH). The City will notify the Central Valley Water Board and San Joaquin County of any non-responsive land owners and will work with the Central Valley Water Board and San Joaquin County EHD on a satisfactory approach to address affected wells with follow-up or enforcement actions. Abandonments of City-owned monitoring wells will be conducted in accordance with the City's Monitoring Well Abandonment Workplan dated 25 January 2016 (Appendix A to the Monitoring Well Condition Survey Report and Destruction Plan dated 27 January 2016). The Monitoring Well Abandonment Workplan was conditionally approved by the Central Valley Water Board on 10 May 2016. Equipment decontamination procedures and the general health and safety plan outlined in the Monitoring Well Abandonment Workplan will be followed. Conditional Approval In general, the WDR Rescission Technical Memorandum includes the appropriate site closure information.
