January 25, 2016 Monitoring Well Abandonment Workplan
receive site-specific training prior to beginning work. The licensed driller should be responsible for
the safe operation of the drill rig as well as the crew's adherence to all safety procedures. The crew
members and other personnel at the site should wear protective equipment(i.e.,hard hat, gloves,
and steel toed boots),and be aware of all hazards and control procedures. All personnel working at
the site should participate in the Daily Safety Meetings and be aware of all emergency procedures.
Before drilling, the existence and location of underground pipe, electrical equipment and gas lines
should be determined. Documentation that nearby utilities have been marked on the ground, and
that the drill site has been cleared should be in the possession of the Field Operations Manager
prior to commencement of drilling at the site. If drilling is conducted in the vicinity of overhead
power lines, the power to the lines must be shut off or the equipment must be positioned and
blocked such that no part, including cables can come within the minimum clearances of the lines. All
well sites should be inspected by the driller prior to locating the rig to ensure a stable surface
exists.
2. Monitoring Well Abandonment
Ten existing monitoring wells are recommended for abandonment. The principal objective of
destroying and sealing wells is to restore,as far as possible, the original (natural) hydrogeologic
conditions that protect groundwater. The following general procedure should be employed to
abandon and seal the monitoring wells that are approved for abandonment.
Per San Joaquin County Well Standards, monitoring wells should be destroyed by a C-57 licensed
contractor under the direction of a California Registered Professional Engineer, California
Professional Geologist, or a California Certified Engineering Geologist. All work should be
performed in accordance with San Joaquin County Well Standards. After receiving approval from
RWQCB staff, the following requirements pertaining to abandoning monitoring wells should occur.
• Finalize abandonment plans with private property owners and obtain right-of-access
agreements (CLSP-2, CLSP-10, MWR-6,MWR-13, MWR-15,and MWR-20).
• Obtain well destruction permits from the San Joaquin County Environmental Health
Department(SJCEHD).
• Obtain encroachment permit from the City of Lathrop for Mossdale wells located within the
street right-of-way(MWM-14, MWM-16,and MWM-26).
• Schedule well destruction inspections with the County and perform all sealing operations in the
presence of a County inspector, unless directed otherwise by the County.
• Before destruction, sound well to determine whether there are obstructions that could interfere
with filling and sealing. Obstructions found in the well or boring should be removed before
filling and sealing operations begin.
Hydro Focus, Inc. 4
