Appendix B
Inspection and Maintenance Plan
City of Lathrop Consolidated Treatment Facility
1. General Information
The City of Lathrop's Consolidated Treatment Facility(CTF) treats and disposes domestic
wastewater generated within the City of Lathrop. On February 5, 2015,the Regional Water Quality
Control Board approved a new Waste Discharge Requirements (WDRs) and Monitoring and
Reporting Plan (MRP) (Order No. R5-2015-2006).This Inspection and Maintenance Plan responds
to the Order's requirement to ensure all monitoring wells are maintained in good condition for
current and future use.
1.1. Purpose
This Inspection and Maintenance Plan outlines the steps to protect and maintain the integrity of the
City of Lathrop's monitoring well network associated with the Consolidated Treatment Facility.
Annually, the monitoring wells should be visited and inspected for any damage to the protective
features around the monitoring well or to the well itself.
2. Visual Inspections
Monitoring wells should be visited at least once a year,as access allows. The well's physical
condition should be documented and recorded by evaluating the well casing, monument, bollards
(when applicable),and concrete pad conditions.A well inspection checklist(Appendix B1) should
be filled out and kept on file, including a photograph of each well site that documents contemporary
conditions (photographs are not needed when visible site conditions have not changed from the
existing photograph on file).Wells that are actively sampled as part of the monitoring well network
should have this information documented during the annual sampling event by the sampling crew.
3. Well Maintenance
Based on the annual inspections or other field sampling notations, monitoring well maintenance
should be performed as needed.Well maintenance tasks include the following,as necessary:
• Inspecting and cleaning the well, vault box,and surrounding area
• Replacing or fixing protective and security measures. These can include, but are not limited
to the following:
o Replacing locks
o Replacing well plugs
o Replacing stripped vault bolts,re-tapping vault thread holes, or complete
replacement of the vault if holes are non-repairable
