SA N J O A Q U I N Environmental Health Department <br /> COUNTY <br /> a. Tank cleaning: Verification of tank cleaning conducted to CCR Title 22 section <br /> 67383.3(e)(2) standards. <br /> b. Tank inerting, if needed: Verification of tank(s) inerted with 30 pounds of dry ice per <br /> 1,000-gallon volume to levels that shall preclude explosion, if tank(s) contained a <br /> hazardous substance that could produce flammable vapors. <br /> c. Tank removal: Witness removal of tank(s). <br /> d. Component removal: Witness removal of any applicable piping, sumps, and <br /> associated appurtenances. <br /> e. ID marking: Verification of tank CERS ID number (as identified above) marked on the <br /> tank end(s) using fluorescent spray paint. <br /> f. Soil and/or water sampling: Witness all sample collection. Locations and collection <br /> methods for all required samples must be approved by the EHD. Soil sample collection <br /> must be performed immediately after removal of the tank or piping from the excavation. <br /> Groundwater sample collection must be performed immediately after the water enters <br /> the excavation or is otherwise encountered. <br /> SAMPLING REQUIREMENTS: <br /> 5. Sampling must be performed as follows: <br /> a. Soil sample collection must be witnessed by an EHD UST inspector. <br /> b. Refer to the Central Valley Regional Water Quality Control Board document <br /> `GUIDANCE FOR UST SYSTEM REMOVAL CONFIRMATION SAMPLING' in the <br /> approved permit packet for required analytical tests and number of samples. <br /> c. Soils shall be analyzed in accordance with CCR Title 23 section 2681 for all <br /> constituents of previously stored hazardous substances and their breakdown or <br /> transformation products. If the checked analytes in the approved packet do not <br /> represent all constituents, additional analyses may be required. <br /> EQUIPMENT AND DOCUMENTS REQUIRED TO BE ON SITE: <br /> 6. The contractor shall provide the following: <br /> • Combustible/Flammable gas detector (to verify the lower explosive limit (LEL) <br /> atmosphere and oxygen level of tank prior to lifting from excavation) <br /> • Adequate number(s) and appropriate type(s) of fire extinguisher(s) <br /> • Barriers to secure the area as necessary to minimize traffic and pedestrian interference <br /> • Fluorescent spray paint to affix tank identification numbers <br /> 7. A copy of the following documents shall be available on site during all tank removal activities: <br /> • A copy of this approval letter and the EHD permit approval packet <br /> • The approved project Health and Safety Plan <br /> • A copy of the fire permit, if one is required by the fire authority having jurisdiction <br /> PRIOR TO REMOVAL OF TANK(S): <br /> 8. During the time between cessation of hazardous substance storage and completion of <br /> permanent closure, the applicable construction and monitoring requirements of CCR Title 23 <br /> articles 4 and 5 continue to apply. <br /> 2of4 <br />
