SAN JOAQUIN Environmental Health Department <br /> —COUNTY <br /> ..reatness grows here. <br /> CP26 - UST FULL Inspection Report <br /> Facility Name: Facility Address: Date: <br /> fast and easy mart#103 18660 LOWER SACRAMENTO RD, STOCKTON May 6, 2026 <br /> 34 23 CCR 16 2631(a), (f)-Q) 2031017 - DO inspections completed at least every 30 days and meet all requirements (TCR <br /> 12) <br /> OBSERVATION: Facility did not comply with one or more of the following DO inspection requirements. <br /> -> For the 6/26/25 DO Report, section 3 stated the compliance issue and section 5 was not completed by owner to <br /> indicate how the compliance issue would be corrected. <br /> ->A work order was not found to address the Q1: Diesel LN EQUIP FAULT ALM that occurred on 4/25/26 <br /> REGULATION GUIDANCE: Failure to comply with one or more of the following Designated UST Operator(DO) <br /> inspection requirements: 1) Conduct the DO visual inspection at least once every 30 days. 2) Be performed by an ICC <br /> certified Designated Operator. 3) Inspect monthly alarm history report, check that alarms are documented and responded <br /> to appropriately, and attach a copy. 4) Inspect spill containers for damage and the presence of any hazardous substance, <br /> water, or debris. 5) Inspect under-dispenser containment for damage and the presence of any hazardous substance, <br /> water, or debris and verify the release detection equipment is positioned correctly. 6) Inspect containment sumps that <br /> had an alarm occur with no service visit for damage and the presence of any hazardous substance, water, or debris. 7) <br /> Check that all testing and maintenance has been completed and documented. 8)The owner/operator sign and date the <br /> Designated Underground Storage Tank Operator Visual Inspection Report within 72 hours of being provided a signed <br /> copy. <br /> CORRECTIVE ACTION: Ensure that facility is complying with all DO inspection requirements noted above. Submit copy <br /> of compliant DO inspection record. <br /> This is a Repeat(Class 2)Violation. <br /> 40 23 CCR 16 2613(e) 2011002 - Installation, repair, lining, integrity, calibration, and release records maintained for life of <br /> UST <br /> OBSERVATION: Records of installation, repairs, linings, integrity certification, tank calibration charts, and/or <br /> unauthorized release reports were not kept onsite, or offsite if approved by the UPA, for the life of the UST. <br /> REGULATION GUIDANCE: Failure to maintain installation records, records of repairs, interior tank lining inspection <br /> reports and structural integrity certifications, tank calibration charts, and unauthorized release reports on site, or off site if <br /> approved by the UPA, for the life of the UST system. <br /> CORRECTIVE ACTION: Immediately locate and maintain these records onsite and submit copies to the UPA within 30 <br /> days. <br /> This is a (Minor)Violation. <br /> EHD-CUPA Inspection Report IS03 Page 5 of 6 FA0003726 PR0231161 4645176 5/6/2026 <br /> a <br /> CP26-UST FULL g <br /> 1868 E.
