Any proposed changes to the <br /> haul route shall require a revision to the conditions of approval. <br /> 9) A maintenance agreement shall be executed by the applicant prior to release of the <br /> grading permit. This agreement shall include a per ton maintenance fee to be paid to the <br /> County to mitigate maintenance impacts for the County roads utilized as haul routes. This <br /> fee shall be adjusted annually for inflation each year on January 1 based on the <br /> Engineering News Record Construction Cost Index for the San Francisco Bay Area. In lieu <br /> of a maintenance agreement, a one-time fee based upon total cubic yards permitted for <br /> excavation shall be paid for road maintenance purposes. <br /> 10) A copy of the Final Site Plan shall be submitted prior to release of grading permit. <br /> 11) This project is subject to the NPDES Region-Wide Permit requirements and shall comply <br /> with the following conditions. Prior to release of the grading permit, plans and calculations <br /> shall be submitted and approved by the Public Works Department—Water Resources <br /> Division (209-468-3605): <br /> a) Treatment: A registered professional engineer shall design the site to treat the 85th <br /> percentile storm as defined in the County's 2021 Storm Water Quality Control <br /> Criteria Plan (SWQCCP). <br /> b) Hydromodification: A registered professional engineer shall design the site to comply <br /> with the volume reduction requirement outlined in the County's 2021 SWQCCP. <br /> c) Trash: A registered professional engineer shall design the site to comply with the <br /> trash control requirement outlined in the County's 2021 SWQCCP. <br />
