FINDINGS FOR ADMINISTRATIVE USE PERMIT <br /> PA-260009..5v <br /> EIGHT MILE ROAD SELF STORAGE LLC/ROGERS MEDIA COMPANY INC. <br /> 1. The proposed use is consistent-with the goals, policies, standards, and maps of the General Plan, any <br /> -applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable plan <br /> adopted by the County. <br /> • This finding can be made because the proposed vinyl off-premises sign (Use Type: Signs-- <br /> Off-Premises) is-consistent with the General Plan designation of C/G (-General Commercial) <br /> and the zoning designation of C-G (General Commercial). The C/G designation allows for a <br /> range of commercial employment-generating uses, retail and service use, and Signs—Off- <br /> Premises is a compatible use type that may be conditionally permitted in the C-G zone with <br /> a conditionally-approved Administrative Use Permit. Therefore, the project is consistent <br /> with the General Plan and will meet the Development Title regulations for the approved use <br /> with the recommended Conditions of Approval. There are no Master-Plans, Specific Plans, <br /> Special Purpose Plans,or-other applicable plans adopted by San Joaquin County related to <br /> the subject-property. <br /> 2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary <br /> facilities-have been provided, and the proposed improvements are-properly related to existing and <br /> proposed roadways. <br /> • This finding can- be made because adequate utilities, access roads, sanitation, drainage, <br /> and other necessary facilities have been provided or are proposed,-and the improvements <br /> are properly related to existing and proposed streets and highways.There will be no utilities <br /> required-as the project proposes a sign which does not require utilities. <br /> 3. The site is physically suitable for the type of development and for the intensity of development. <br /> • This finding can be made because the 2.41-acre-parcel is of adequate size and-shape to <br /> accommodate the proposed use, and all yards,-building coverage, setbacks, parking-areas <br /> and other requirements of the Development Title,as depicted on the Site-Plan dated April 27, <br /> 2026. <br /> 4. The location, size, design, and operating characteristics of the proposed use will be compatible with <br /> and will not adversely affect the livability or appropriate development of abutting properties and the <br /> surrounding neighborhood. <br /> • This finding can be made because the project has been conditioned to-meet San Joaquin <br /> County Development Title regulations that protect public health, safety, and welfare and <br /> ensure that the project will not adversely affect the livability or appropriate development of <br /> abutting properties and the surrounding neighborhood. All project development will meet <br /> required setbacks to prevent intrusion onto adjacent properties. As a result, the project is <br /> anticipated to be compatible with and not adversely affects the livability or appropriate <br /> development of abutting properties and the surrounding neighborhood. <br /> 5. The proposed use will not create any nuisances arising from the emission of odor, dust, gas, noise, <br /> vibration, smoke, heat or glare at a level exceeding ambient conditions. <br /> • This finding can be made because there are no potentially significant impacts from odor, <br /> dust,gas, noise,vibration,smoke, heat or glare that will require mitigation.Additionally,the <br /> project involves minor alterations in the condition of land, water, and vegetation. The <br /> development will be subject to the rules and regulations of the San Joaquin County <br /> Development Title, the Air Pollution Control District, and the State Water Quality Control <br /> PA-2600095—Findings 1 <br />
