FINDINGS FOR TIME EXTENSION <br /> PA-2600157 <br /> CALIFORNIA YARDS LLC/WONG ENGINEERS INC. <br /> 1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan; <br /> any applicable Master Plan, Special Purpose Plan, Specific Plan, and Planned Development zone; <br /> and any other applicable plan adopted by the County. <br /> • This finding can be made because an equipment rental and storage facility may be <br /> conditionally permitted in the I-W (Warehouse) zone with an approved Administrative Use <br /> Permit application. The proposed project is also consistent with the goals, policies, <br /> standards and maps of the I/L General Plan designation. There are no applicable Master <br /> Plans, Specific Plans, and/or Special Purpose Plans in the project vicinity. <br /> 2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary <br /> facilities have been provided, and the proposed improvements are-properly related to existing and <br /> proposed roadways. <br /> • This finding-can be made because adequate utilities,- access roads, sanitation, drainage, <br /> and other necessary facilities have been provided and the proposed improvements are <br /> properly-related to existing and proposed streets and highways. The project will be served <br /> by an on-site-well for water, septic system for wastewater disposal, and stor-mwater pond <br /> for storm drainage.. The well and septic system improvements will be subject to the rules <br /> and regulations of the Environmental Health Department and the stormwater pond will be <br /> subject to the rules and regulations of the Department of Public Works. Additionally, the <br /> entrance to the proposed project access from East Pine Streetwill require an encroachment <br /> permit from the Department of Public works, ensuring that-access_to the site will meet all <br /> County requirements. <br /> 3. The site is physically suitable for the type of development and for the intensity of development. <br /> • This finding can be made because the parcelis of adequate size and shape to accommodate <br /> the proposed facility including all yards, parking areas, and other requirements of the <br /> Development Title. The Site Plan depicts sufficient area for parking and circulation in <br /> compliance with Standards of the Development Title <br /> 4. The location, size, design, and operating characteristics of the proposed use will be compatible with <br /> and will not adversely affect the livability or appropriate development of abutting properties and the <br /> surrounding neighborhood. <br /> • This finding can be made because an Initial Study prepared for the project found that no <br /> significant impacts as a result of the project are anticipated in regards to the location,size, <br /> design, and operating characteristics. The proposed agricultural processing facility is <br /> surrounded primarily by agriculturally zoned parcels with scattered residences and is also <br /> located directly northeast of an existing similar processing facility. The surrounding area <br /> also includes industrially zoned parcels to the west. Additionally, with the proposed <br /> Conditions of Approval and mitigation measures contained in the Mitigation Monitoring and <br /> Reporting Program, the proposed heavy equipment rental and storage facility will not <br /> adversely affect the livability or appropriate development of abutting properties and the <br /> surrounding neighborhood. <br /> 5. The proposed use will not create any nuisances arising from the emission of odor, dust, gas, noise, <br /> vibration, smoke, heat or glare at a level exceeding ambient conditions. <br /> PA-2600157— Findings 1 <br />
