SAN JOAQUIN Environmental Health Department <br /> COUNTY— <br /> Small Quantity Hazardous Waste Generator Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> CORY RANCH 110702 E ACAMPO RD, ACAMPO June 3, 2026 <br /> 25 22 CCR 12 66262.16(b)(4)(A), 66262.17(a)(5)(A) 3030007-Labeled all containers or portable tanks containing hazardous <br /> waste <br /> OBSERVATION: Hazardous waste containers were observed on-site with incomplete labeling. The containers were: <br /> -Two 55-gallon drums containing used oil with no labels <br /> -Multiple 5-gallon buckets containing used oil with no labels <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the words <br /> "Hazardous Waste", name and address of generator, hazardous properties, physical state, composition (contents), <br /> accumulation start date <br /> CORRECTIVE ACTION: During the inspection, owner John Lakso stated that the facility ceased operating approximately <br /> three years ago. The used oil observed was generated prior to the facility ceasing operation. The two drums on site were <br /> labeled during the inspection, but multiple 5-gallon buckets remain unlabeled. Immediately dispose of all hazardous <br /> waste generated by the business, including used oil. Provide a corrective action statement and disposal records to the <br /> EHD within 30 days. <br /> This is a (Minor)Violation. <br /> 28 22 CCR 12 66262.15(a)(4), 66262.16(b)(2)(C) 3030017-Containers of hazardous waste closed except when adding or <br /> removing waste <br /> OBSERVATION: The following open hazardous waste storage containers were observed on-site: <br /> -One 5-gallon bucket approximately half full of used oil was observed open with no plug in the hole of the lid. <br /> REGULATION GUIDANCE: A container holding hazardous waste shall always be closed during transfer and storage, <br /> except when it is necessary to add or remove waste. <br /> CORRECTIVE ACTION: Immediately close the container and ensure all hazardous waste containers are closed when <br /> not adding or removing waste. Provide a corrective action statement and supporting documentation to the San Joaquin <br /> County Environmental Health Department within 30 days. <br /> This is a (Minor)Violation. <br /> 40 22 CCR 16 66266.130; HSC 6.5 25250.22 3030004-Properly manages used oil filters and fuel filters <br /> OBSERVATION: Used metal oil or fuel filters out of compliance with the storage rules were observed on-site. The <br /> following used metal oil or fuel filter were on-site: <br /> -Multiple used filters were observed open with no labels stored on the ground and stacked on top of buckets and other <br /> debris in the hazardous waste storage area. <br /> -Owner John Lakso stated the waste filters have been on site for approximately three years. <br /> REGULATION GUIDANCE: Title 22 California Code of Regulations section 66266.130 Management of Used Oil Filters. <br /> California Health & Safety Code section 25250.22 Fuel Filters <br /> CORRECTIVE ACTION: During the inspection, owner John Lakso stated that the facility ceased operating approximately <br /> three years ago. The fuel filters observed on site were generated prior to the facility ceasing operation and have been on <br /> site for three years. Immediately dispose of all waste filters.
