The following is an itemized list of CP22 - HW LQG violations that have not been <br />addressed for FLAG CITY TRUCK SERVICE as of April 21, 2026. <br />Open violations from June 19, 2025 inspection <br />Violation #43 - 3030029 - Conducts/documents daily inspections of hazardous waste tank system. <br />OBSERVATION: The facility has a hazardous waste tank but does not have three years of complete daily tank <br />inspection records. <br />- The facility has a 1,300 gallon hazardous waste tank of used oil. The facility could not provide daily tank inspection <br />records for the past three years. <br />REGULATION GUIDANCE: (a) The owner or operator shall inspect, where present, at least once each operating <br />day: (1) overfill/spill control equipment (e.g., waste-feed cutoff systems, bypass systems, and drainage systems) to <br />ensure that it is in good working order; (2) the aboveground portions of the tank system, if any, to detect corrosion or <br />releases of waste; (3) data gathered from monitoring equipment and leak-detection equipment, (e.g., pressure and <br />temperature gauges, monitoring wells) to ensure that the tank system is being operated according to its design; (4) <br />the construction materials and the area immediately surrounding the externally accessible portion of the tank system <br />including secondary containment structures (e.g., dikes) to detect erosion or signs of releases of hazardous waste <br />(e.g., wet spots, dead vegetation); and (5) for uncovered tanks, the level of waste in the tank, to ensure compliance <br />with section 66265.194(b)(3). (c) The owner or operator shall document in the operating record of the facility an <br />inspection of those items in subsection (a) of this section. <br />CORRECTIVE ACTION: Immediately start conducting and documenting complete daily hazardous waste tank <br />inspections. Provide a corrective action statement and supporting documentation to the San Joaquin County <br />Environmental Health Department (EHD) within 30 days. <br /> <br />Describe actions taken or will be taken to correct violation: <br />¨ This violation will be corrected by (date): ¨ This violation was corrected <br />¨ Supporting documents included <br />Violation #51 - 3030004 - Properly manages used oil filters and fuel filters. <br />OBSERVATION: Container of used metal oil filters out of compliance with the storage rules were observed on-site. <br />- A 55 gallon black drum of used metal oil filters did not have a lid. Additionally, it did not have a label stating "drained <br />used oil filters" with an accumulation start date. <br />REGULATION GUIDANCE: Title 22 California Code of Regulations section 66266.130 Management of Used Oil Filters. <br />California Health & Safety Code section 25250.22 Fuel Filters <br />CORRECTIVE ACTION: Immediately drain all metal oil and fuel filters of free-flowing liquid, store them in closed, <br />rainproof containers. Label the container with the words “drained used oil filters” or "used gasoline filters", depending <br />on the contents. Mark the container with an accumulation start date. Dispose of all used filters stored on-site greater <br />than one year. Used filters not stored, handled and disposed of according to this section are regulated as hazardous <br />waste. Provide a corrective action statement, disposal records and supporting documentation to the San Joaquin <br />County Environmental Health Department (EHD) within 30 days. <br /> <br />Page 6 of 7
